So, whatever you people repeat about QUAD, the RAB sanction has no relation with it. During the Trump administration, the sanction initiatives were first proposed and after many months of deliberations, the Biden administration has imposed it on BD. We have become at par with North Korea.

The US sanction is a continuous process. It will continue unless the Hasina govt listens to what America wants. America has to deal with ten Human Right Organizations.

This stupid Hasina govt did not even allow 30 UN observers to come and watch the 2018 BD election. The democratic world led by America is very displeased with this. I have a gut feeling that the screw around BD neck and Hasina will get tightened in a few weeks unless the govt moves toward allowing a fair election in 2023.
 
There are plenty of bank branches and Fintech (to my knowledge) is rather pervasive. People exchange money mostly through apps. Only older folks not familiar with fintech use ATM's and counters at Banks.

Eastern Bank Limited is the bank that has introduced the app EBL Skybanking for mobile phone-based service for their clients. Android and iOS smartphone users can download this app on their phones if they have an account in Eastern Bank. According to the ratings, this one is the second-best rated mobile banking app. Registration can be done both ways- with cards or without cards. Upon registration, the features that are seen- Banking, QR Payment, Fund Transfer, Bill Pay, Priority, Benefits, ZIP Partners, Local EBL, Message Center, Contact EBL, Help, Augmented Reality, Products, Exit.

6. mCash
mCash is the online banking service of Islamic Bank Bangladesh Limited. Android smartphone users with an IBBL account can avail services from this app. It’s a pretty straight-forward app with basic transaction services. Upon registration, the tabs that are shown are- Send Money, Mobile Topup, Cash Out, MY mCash, Bank Transfer.

Islamic Wallet is the Shariah based Mobile Financial Services that has been introduced by Al-Arafah Islami Bank Limited. Customers money is promised to be safe with Islamic Wallet with most rigorous security, standard requirements under Shariah Board for regulations. Android smartphone users can download this app and enjoy its services. we had a Bangali teacher in university but all he did is aain bain shain and complained about how he is still a lecturer even after 20 year of teaching yet whites are given professorship after 2 years. seems like Bangalis love to do aain bain shain no matter where they are.

In India the death knell of ATMs was sounded when RBI ruled that there will be no charge for withdrawing money from another bank's ATM. After this ruling there was zero incentive for any bank to spread the ATM network because a large ATM network was no longer a draw for customers. Smaller banks rode piggy back on banks which had a larger network. New investments stopped and existing ATMs were poorly maintained. Then digital payments came and made ATMs even less useful.
 
Let me give an UK perspective. There was an atm every where and they were free to use. Then they started to charge to use... they fell dramatically as people simply use card or phone to pay. Now very few cash transactions objectively takes place. ATM are still widely there but not for very long due to lack of use.

BD obviously runs on cash...its moving to payment by phone and card. ATM unlikely has minimal utility in the future. I suppose it is a barometer of financial development somewhat but would not lose much sleep over it.

I am not a financial whiz and not familiar with features of financial products available to Bangladeshi users.

Our central bank is rather conservative on licensing these payment services, as there has been several e-commerce scams and debacles locally. Only reputed companies (a few) have gotten licenses for Realtime Payment Apps. Also XOOM, which is a PayPal brand, operates locally and some local ones that I know of. I am not familiar with Indian scenario either. Maybe someone from Bangladesh more familiar can comment.

According to "Bangladesh Payment and Settlement Systems Regulation-2014 (BPSSR-2014)" Payment Systems Department (PSD) issues license in two broad criteria- Payment Service Provider (PSP) and Payment System Operator (PSO).

It gives PSP license to the company who facilitates payment(s) or payment processes directly to the customers and settling their transactions through a scheduled bank or financial institution; for example E-wallet, Mobile Wallet etc. Besides, PSD gives PSO license to the company who operates a settlement system for payment activities between/among participants of which the principal participant must be a scheduled bank or financial institution; such as payment gateway, payment aggregator etc. PSD reviews the market demand, business rational, regulatory requirements, risk management systems, settlement systems, eligibility criteria and others according to BPSSR-2014 for considering the application of license of PSP or PSO.

In 2017, I wasn't able to find a single one in Dhaka. It was wise decision to come to country with a stack of USDs.
But our great asset @Tom-tom thinks that BBS has made a great mistake in the GDP and development calculations. He thinks the govt figures should not be divided by 2 , but should rather be multiplied by 2.
