100% agree. I don't always keep on top of politics in Bangladesh, but it seems government have been focused on pro-people policies. I hope the Pakistani government takes note and follows in example. Healthcare in our country is appaulling. If anyone is seriously ill in AJK they have to travel to Islamabad for treatment, our local medical facilities (public and private) are inadequete.

As for Pakistan yeah internal instability and religious extremism has taken it's toll in once a leading nation in the region, I think where Pakistan failed is mainly at universal education (Not religious dogma propagated at religious schools), A literate population directly correlate to a higher standard of living, That's why mere infrastructure doesn't actually change the mindset of the population, Building millions of toilets wont necessarily stop people from pooping on the roads

Although this data was given by UNICEF, but he still having a hallucination of BBS.This only shows the desperation and running out of argument on part of him.He always badmouth about BBS,but the truth is, no international body ever complained about the methodology or data presented by BBS.He always site the literacy figure of BBS which contradict UNESCO figure for his bitching about the BBS. But that poor fellow doesn't know,BBS follow a different definition of literacy than used by the UNESCO.Hence the difference.

No statistical agency is 100 percent correct.BBS may also have some error like any other.But 1 or 2 wrong data doesn't entirely discredit any statistical agency.They are dealing with millions of data.No one have any complain about BBS,but this can't be said about the vedic statestics of Shuppa pawa.A lot of economist have doubt for the Modi magic GDP growth figure.

True,India have more per capita income than Bangladesh.So if BD can then why not India? I think, you need to enact strict law against public defecation/urination with fine/jail term for such a thing. Many developed country have law against even spitting in public.And this is much more harmful than that.Only building govt. toilet or 'clean India' campaign, public awareness program will not do much.We have seen earlier, Indian villagers using govt. funded toilet for storing cow dung or using for other purpose.So it is a time to be strict.

Deterrence is paramount.. I'm not going to comment on first world cities in Australia, But deterrence has been a major success story in Sri Lanka, It's cities are relatively much cleaner to rest of the region if anyone who had been there can attest to.. The reason authorities coming down hard on littering, There is a special police unit called environmental police that monitor and place heavy fines on people that litter public spaces.. Over time majority of the population inherently refrain from literring due deterrence becoming a habit

But then again garbage is not a simple problem to handle, Especially in high density population centers

There are some improvement in this direction.Chittagong city corporation already have demolished open road side dustbin and have employed men to collect garbage from door to door.Dhaka city corporation also demolishing road side dustbin.

নগরীর বিভিন্ন স্থানে বিদ্যমান ডাস্টবিনগুলো পর্যায়ক্রমে উচ্ছেদ করতে যাচ্ছে চট্টগ্রাম সিটি কর্পোরেশন। এর অংশ হিসেবে প্রথম দফায় গোসাইলডাঙ্গা ওয়ার্ডের ডাস্টবিনগুলো উচ্ছেদ করা হবে। আজ আনুষ্ঠানিকভাবে মেয়র আ জ ম নাছির উদ্দীন এ কার্যক্রমের উদ্বোধন করবেন বলে জানা গেছে। ‘ডোর টু ডোর ময়লা অপসারণ’ কার্যক্রমের অংশ হিসেবেই ডাস্টবিন উচ্ছেদ করা হবে।


চসিকের পরিচ্ছন্ন বিভাগের দায়িত্বশীল কর্মকর্তারা জানিয়েছেন, নগরীর ৪১টি ওয়ার্ডে ১৩শ ৫০ টি ডাস্টবিন রয়েছে। যেগুলো ইতোপূর্বে চসিকের পরিচ্ছন্ন বিভাগ স্থাপন করেছিল। এরমধ্যে গোসাইলডাঙ্গা ওয়ার্ডে রয়েছে ২৪টি ডাস্টবিন। চলতি মাসের ১ তারিখ থেকে গোসাইলডাঙ্গাসহ নগরীর সাতটি ওয়ার্ডে শুরু হয়েছে ‘ডোর টু ডোর ময়লা অপসারণ’ কার্যক্রম। এ কার্যক্রমের আওতায় সংশ্লিষ্ট ওয়ার্ডগুলোর প্রতিটি বাসা-বাড়ি ও অফিস থেকে চসিকের পরিচ্ছন্ন কর্মীরা সরাসরি ময়লা সংগ্রহ করে নিয়ে আসছেন। এসব ময়লা-আর্বজনা সংরক্ষণে ইতোপূর্বে প্লাস্টিক বিনও সরবরাহ করা হয়েছিল। কিন্তু রাস্তায় বিদ্যমান ডাস্টবিনগুলো অপসারণ না করায় কেউ কেউ এখনো সেসব ডাস্টবিনে ময়লা-আবর্জনা ফেলে আসছে। এমন পরিস্থিতিতে পর্যায়ক্রমে ডাস্টবিন উচ্ছেদ করার সিদ্ধান্ত নিয়েছে চসিক। এক্ষেত্রে গোসাইলডাঙ্গা ওয়ার্ডে ‘ডোর টু ডোর ময়লা অপসারণ’ কার্যক্রমে শতভাগ সাফল্য এসেছে দাবি করে এখানকার ডাস্টবিনগুলো উচ্ছেদ করা হচ্ছে বলে জানান স্থানীয় কাউন্সিলর।

গোসাইলডাঙ্গা ওয়ার্ড কাউন্সিলর হাবিবুল হক দৈনিক আজাদীকে বলেন, ‘আমার ওয়ার্ডে ডোর টু ডোর ময়লা অপসারণের ক্ষেত্রে শতভাগ সাফল্য এসেছে। যেহেতু বাসা বাড়ি ও অফিস থেকে আমরা ময়লা-আর্বজনা সরাসরি অপসারণ করি সেক্ষেত্রে রাস্তায় ডাস্টবিন থাকার প্রয়োজনীয়তাও ফুরিয়ে এসেছে। যততত্র ডাস্টবিন থাকলে এখান থেকে নির্গত দুর্গন্ধ যেমন পরিবেশের জন্য ক্ষতিকর তেমনি তা সাধারণ মানুষের জন্যও বিরক্তিকর।’

এ কাউন্সিলর দাবি করেন, গোসাইলডাঙ্গা ওয়ার্ডে ১৫টি মসজিদ, ১১টি স্কুল ও ৩টি মন্দির রয়েছে। চসিকের পরিচ্ছন্ন কর্মীরা সপ্তাহে একদিন এসব প্রতিষ্ঠানে পরিচ্ছন্নতা কার্যক্রম চালান। এছাড়া এই ওয়ার্ডে বিদ্যমান কমিউনিটি সেন্টার এবং হাসপাতাল-ক্লিনিক থেকেও সরাসরি ময়লা সংগ্রহ করেন চসিকের পরিচ্ছন্ন কর্মীরা। এছাড়া এলাকায় কোন বিয়ে-শাদি বা মেজবান হলে আয়োজকরা কাউন্সিলরকে অবহিত করেন। সেক্ষেত্রে উচ্ছিষ্ট বা অন্যান্য আবর্জনাও চসিকের পরিচ্ছন্ন কর্মীরা সংগ্রহ করে থাকেন। সংগ্রহকৃত ময়লা-আর্বজনা ওয়ার্ডে স্থাপিত ৪টি ডাম্পিং স্টেশনে জমা করা হয়। পরবর্তীতে তা সেখান থেকে সরিয়ে নেয়া হয় চসিকের আর্বজনাগারে।

এদিকে চসিকের পরিচ্ছন্ন বিভাগ সূত্রে জানা গেছে, গত বছরের ১ আগস্ট থেকে গোসাইলডাঙ্গার বিভিন্ন বাসা-বাড়িতে বিন বিতরণ শুরু করা হয়েছিল। এই ওয়ার্ডে ১৮ হাজার বিন বিতরণ করা হয় এবং বাসা-বাড়ি থেকে সরাসরি ময়লা সংগ্রহের জন্য ২৩ জন অতিরিক্ত পরিচ্ছন্ন কর্মী নিয়োগ দেয়া হয়েছে এবং ২০টি ভ্যান বিতরণ করা হয়েছে।

গোসাইলডাঙ্গার ন্যায় অন্যান্য ওয়ার্ডগুলোয় ডাস্টবিন উচ্ছেদের পরিকল্পনা প্রসঙ্গে জানতে চাইলে চসিক মেয়র আ জ ম নাছির উদ্দিন দৈনিক আজাদীকে বলেন, ‘আমার টার্গেট হচ্ছে এপ্রিলের মধ্যে ৪১টি ওয়ার্ডেই ডোর টু ডোর ময়লা আবর্জনা অপসারণ কার্যক্রমকে শতভাগ সম্প্রসারণ করা। যে ওয়ার্ডে শতভাগ সাফল্য আসবে এবং নগরবাসীর সন্তুষ্টি দেখা যাবে সেইসব ওয়ার্ডের ডাস্টবিন উচ্ছেদ করাবো। এবং এটা পর্যায়ক্রমে চলতে থাকবে।’

ডাস্টবিন উচ্ছেদের পরিকল্পনার কারণ জানতে চাইলে মেয়র বলেন, ‘সরাসরি যখন বাসা থেকে ময়লা-আর্বজনা সংগ্রহ করা হবে তখন তো ডাস্টবিনগুলো না থাকলেও চলবে। বরং থাকলে অভ্যাসগতভাবে অনেকে সেখানে ময়লা-আর্বজনা ফেলবেন। এতে সাধারণ পথচারীদেরই দুভোর্গ বাড়বে। এখান থেকে নির্গত দুর্গন্ধে পরিবেশ দূষিত হচ্ছে। তাই চট্টগ্রাম শহরকে সম্পূর্ণ ডাস্টবিনমুক্ত করে ক্লিন ও গ্রিন সিটি করার যে প্রতিশ্রুতি তা বাস্তবায়ন করবো।

উল্লেখ্য, চসিকের পরিচ্ছন্ন বিভাগের দাবি, গত বছরের ১ আগস্ট থেকে ৩৬ নং গোসাইলডাঙ্গা, ২২নং এনায়েত বাজার, ৭ নং পশ্চিম ষোলশহর, ২৩ নং উত্তর পাঠানটুলি, ১৫ নং বাগমনিরাম, ৮নং শুলকবহর এবং ৩১নং আলকরণ ওয়ার্ডে মোট ১ লক্ষ ৭৪ হাজার ৫শ বিন বিতরণ করা হয়। গত ১ জানুয়ারি থেকে এসব ওয়ার্ডের প্রতিটি বাসা-বাড়ি থেকে পরিচ্ছন্নকর্মীরা সরাসরি ময়লা-আর্বজনা সংগ্রহ করছেন। এজন্য চসিকের নিয়মিত পরিচ্ছন্ন কর্মীর বাইরে অতিরিক্ত ১৭৩ জন বর্জ্য অপসারণ কর্মী সেখানে নিয়োগ দেয়া হয়েছে এবং ১৭০টি ভ্যান এ কার্যক্রমের আওতায় ব্যবহার করা হচ্ছে।
