Balochistan’s indigenous energy reserves payback benefits

Pakistan needs to explore indigenous oil and gas reserves. It has been observed that gas available from the new discoveries made by foreign companies is much costly than the gas produced by the Pakistan Petroleum Limited (PPL) at Sui in Balochistan. Therefore, the exploration option will be more practical and viable in economic sense and it would also be rational to explore the indigenous energy resources than to go for import of gas from other countries.

Balochistan offers great opportunities in oil and gas exploration sector for local and foreign investors. The exploration projects can open up the province converting it into a land of opportunities for foreign investors. Oil and gas exploration in Balochistan should not be limited to Marri-Bugti tribal area but other districts — Sunny Shoran, Kharan, Zarghoon area, Chaghi, Lasbela, Bolan, Makran and coastal regions may be explored. Geological reports confirm huge reservoir of Petroleum and gas in Kalat, Kharan, Kohlu and Lasbela districts in Balochistan.

Security is the main issue related to the energy sector development in Balochistan. According to an estimate, as many as 25 blocks of oil and gas were closed and 16 blocks had been opened with the co-operation of Balochistan government during past 10 years. In January 2005, the law and order problem at Sui in Dera Bugti district had led to the countrywide gas load-shedding for many days, as the damaged gas plants at Sui were to be repaired. Millions of households faced gas shortages in the country after the main gas plant was hit during clashes between security forces and Bugti tribesmen. The government must endeavor for a political solution to the Balochistan problem. Peace is vital to launch oil and gas exploration projects in the province. Talks should be held with the Baloch leaders to expedite exploration activities in the province. A peaceful Balochistan is important to achieve energy security objective in national arena.

Last year, Balochistan announced to lift a ban on all new projects of oil and gas exploration across the province. In July 2015, former Balochistan chief minister Dr Abdul Malik Baloch had imposed a ban on new projects of oil and gas exploration in the entire province in order to press the federal government for the devolution of petroleum and natural resources in accordance with the 18th Amendment of the Constitution. Last year, the Balochistan’s former chief minister Nawab Sanaullah Khan Zehri approved agreement to give Sui Gas Field to PPL on lease for next 10 years period. Under the new agreement, Balochistan will get Rs 74 billion royalty during 10 years in connection with Rs7.50 billion annual royalty. Under the agreement, PPL would spend Rs20 billion for exploration of new reservoirs of oil and natural gas. PPL is the country’s largest exploration and production company, which has been dominating the arena of oil and gas exploration for many decades in Balochistan. It is the operator of the country’s oldest Sui gas field in Bugti tribal area. Around 23 percent of the total national output of natural gas is being exploited from Balochistan, including 18 percent from Sui gas field in Bugti tribal area. Sui is still the single largest gas field in Pakistan. At present, the Sui Gas Field produces around 800 MMscf of natural gas daily from 87 wells completed during 50 years of production. It is the pioneer gas-producing field. Drilling at Sui well No. 1 commenced on 10th October, 1951 by Burmah Oil Co. (Pakistan Concessions) Ltd. Natural gas was encountered at a depth of around 4,000 feet. However, in search of oil, drilling was continued to final depth of 10,049 feet.

Pakistan needs to wean itself off gas/oil/coal as much as possible as soon as possible. Hydropower along with renewable energy sources(solar/wind/wave generators/etc) should be the first option wherever possible. Electricity generated from non renewables would still be required but should be used to supplement the additional demand rather than being the major sources of electricity.

Secondly the government/ppl should also make a push for electric cars(though it may take time since they r expensive at the moment).

This will in time drastically improve Pak economy since it will save billions that are used to import oil/gas.

Most importantly any reserves that Pak has naturally occurring should be kept in reserve for a rainy day(for military during war time). In addition Pak should start storing a certain amount that's imported in reserve(for war time) since Pak's domestic oil/gas isn't nearly enough.

Pakistan known hydro potential with already identified sites with PC 1 prepared is 60,000 MW this would be enough to 100% produce Pakistan electric demands by 2030 and its cheap as well, if built by loans/private investment it will cost around 8 rs/unit(not much different than 5-6 rs coal) but unfortunately govt is not interested in strategic long term planning

just three hyro projects if fully used can produce all Pakistan power in summer (tarbela 6300, buni 7000, dasu 4500 and bhasha 4500=~ 22000MW)

but govt has failed to implement projects even if it had funding, example is dasu

well, i will change that statement that we donot know the potential of Baluchistan

all the current inputs are coming from sindh basin(sui is in the same area)

while there is huge known potential in KPK as it has been surveyed completely..the reason why every company is rushing to KPK and why its production double in very short period of time

similarly FATA, chitral has unknown potential but could be great

KPK just doubled the production in about an year and this is definitely because of the policies of their provincial government of PTI. I believe Pakistan and can produce and refine 5,00,000 barrels of oil daily if we explore the potential but as you said before political unwilling and inefficiency is the reason

well, i will not give all credit to PTI, its more a federal issue

however, i will add that Baluchistan was refusing to allow exploration(to pressure center for more power) and KPK completely facilitated it and wanted more blocks to awarded despite federal govt dragging it feets(in petro policy tillr ecently)

No I mean before PTI government there was no one assisting for more exploration. KPK pressurized and facilitated centre for more exploration. You remember KPK set a target for exploration of 2,00,000 thousands barrels of oil daily till 2025.

I'm more of an environmentalist than an economist. Many ppl may not see it this way but to me the real price of coal wouldn't come out to be 5rs/unit. The real total price should include the cost of sponges(that soak up CO2), which are not used in Pak's coal plants. Then there's smog cleaning vacuums(like the one Netherlands has installed in one of their skyscrapers) which will be needed to clean out the air from smog...basically u gotta include all the cost that would incur to have a net zero footprint from this coal based power and add it to the 5Rs/Unit. This would be the true cost

...otherwise we will be saving money by paying 5Rs/Unit while paying with the health of the people(smog related) among other bigger problems for the future generations(climate change related). It's kind of like if I lived a lavish lifestyle by taking loan after loan and then my children were stuck paying it off.

Fully agreed...our politicians are not at all far sighted enough to start tackling the bigger problems/issues.

Actually Guys I Think That Lower Indus Basin and Offshore Indus Delta Has Got Massive Potential.I Have American Reports Saying That Giant Undiscovered Oilfields Are Present In Lower Indus.Similarly Offshore Indus Delta Has Been Claimed By Geologists

indus delta hasn't been explored properly, but i am sure that from logical stand point the delta has very high potential(as all other delta areas in the world)..Pakistan should be in oil rich area but exploration has nt been done in most areas

The Problem Is Mixed Law and Order,Imprudent Government Policies and Cash Flow.

First Point Needs No Explanation

Second Let Me Just Tell You The Corporate Tax Rate For Pakistan Is Round About 30% But E&P Companies Have To Pay 40% Which Is Discriminatory.They Also Have To Face Multiple Red Tapes,Taxes and Fees From OGRA Petroleum Ministry and Now With 18th Amendment Provinces.

Also Most Of Their Oil and Gas Output Has Gone To The Power Sector Where There Is Massive Circular Debt Problem
So That Spoils Their Entire Cash Flow and They Can't Fund New Exploration.

Also Their Is No Special Incentive To Explore Offshore Areas Where A Massive Potential Exists Or Shale and Tight Gas Reserves.

Another Thing Is That Since LNG Import Has Started Government Has Lost All Motivation To Explore Indigenous Oil and Gas

Surveys also says that there are lot of oil reserves in Punjab. I hope the next government focus on it and if we produce oil as much as we need everyday we can reduce our current account deficit and can make billions of dollar oil industry in our country.
