President Zia was a nobody in the 70s when Bhutto plucked him to be the CoAS after Gen Tikka, who was the last C-in-C in 1976. Zia became CoAS and soon thereafter the Soviets launched their war in 1979. That does not give any Guderian of ours either the funding or the resources to organize a destabilization plan against the Soviets when they were not even in Afghanistan till 1979 and that too without the backing of the US.
At that time, Pakistan was consumed in another insurgency in Baluchistan which had re-ignited in 1973. So Pakistan had its hands full, the military was rebuilding after the 1971 war, we were under sanctions from the West (Carter did not like Zia or Pakistan) and we had no money to plan, instigate any such destabilization with CIA or otherwise.
It was only after the Soviets invaded in 1979, that the Americans came to Pakistan and asked for Zia's support in building up a resistance with some promises of help that were refused by Zia as "peanuts".
So just because CIA had some global domination plans against the Soviets and vice versa does not automatically include Pakistan. The post above is a narrative of convenience to back a certain sentiment prevalent in the moment.

What can our forces do?
Afghanistan once upon a time had a powerful Air Force and conventional military. If that military was allowed to survive that would mean Pakistan has 2 strong conventional militaries on its borders who are openly hostile to it and 1 strong conventional military that’s a rival in the region and could be potentially hostile in the future.
Even india or any other strong country wouldn’t want to be surrounded by strong conventional militaries.
If I’m correct, Pakistan’s whole afghan policy is such because Afghanistan had plans to attack Pakistan with india. We saved a two front war scenario and destroyed it forever. TTP or Taliban can never pose a threat of such caliber to Pakistan. Even amongst Taliban there’s still many pro pak factions and ministers in it. We have made Afghanistan which was our enemy our backyard now. That’s a huge achievement.
