To answer that question;

Russia sells arms to everyone if they can earn some money. The US in a way too; the US is protecting Israel at all costs, but still sells arms to countries like Egypt, etc. But bear in mind that Russia will always protect Armenia; Armenia serves as a buffer to a Turkic dominated Caucasus.

Aha. Yes, that case is an exception. Too much Israeli and American lobbying made the Russians bend over. Actually, the Russians used the Iran-card to have greater influence at the international political stage.

The answer is simple: Armenia does not have any money. The weapons it acquires from Russia are discounted/free. Also, relations between Turkey and Armenia are very complicated; Armenia would not buy weapons from them even if there was that option.

Your answer is not covers the question of why Russia sells weapons to Azerbaijan :D because Russia's stance upon this issue is not same with Turkey.

We wouldn't sell Armenians weapons in the first place. What do you want to buy from Turks when they don't offer you anything?

What I want to say, even if it is good for Turkish economy to sell weapons to Armenia or open borders with Armenia for trade and prosperity. Turkey won't do that. We have backbone and won't let Azeri down what ever the cost will be.

Russia is not like this. They sell arms to Azerbaijan, have good relationship with Turkey and Azerbaijan, have all kind of projects with us while Armenia is getting left behind in the cold more and more. One day will come when Russia will toss Armenia in the hands of the Azeri to please the Turks.
 
To please the Turks? International relations isn't about pleasing, but about national interests. Armenia is of enormous importance to the Russians.

Turkey was ready to establish relations with Armenia if Armenia renounced all claims to Genocide and Western Armenia. If they did this (god forbid), Turkey would establish relations the next day.

"We have backbone and won't let Azeri down what ever the cost will be." Don't make me laugh....that is exactly what Turkey did in NKR war.
