Their only involvement is funding the project, nothing in building it, but yeah, I guess so

@Azeri440 from what i heard Azerbaijan wants to procure an unknown number of Pantsir-S1s, KA-52s and Mi-28s from Russia. If the Mi-28s and KA-52s are procured will they replace the Mi-24s?

that was long time ago, I doubt with current economic conditions Azerbaijan is interested in any major procurement.
the current Mi-24 fleet will be upgraded to G (Night) version. however, Pantsir is relatively inexpensive and most likely will replace Shilkas in the near future.
