Yes, they are operational and Azerbaijan actually has 3 battalions of S-300 PMU2s , each battalion = 12 launcher vehicles (x4).

Good toys. But you have not the real start button.

We supply hardware to you and advised you also in deep Russian hardware secrets.
You know we have a lot of them, also some MIGs as aggressor simulating aircraft.

what do you mean and how do you know that?

For people who trust in official and serious sources :

Three single seat MIG-29s stayed at one of the Israeli Air Force bases for a few weeks. The MIGs were secretly brought to Israel, and it was a rare opportunity for the air force to study up close what of the main interception jets used by Iran and Syria.“The language post a great challenge, as the voice warning system in the aircraft, who alerts the pilot of potential malfunctions, spoke Russian”, says Lieut. Col. M. “The visual warning, that appear on screen, were all displayed in Cyrillic script as well".

Baku to the Future: Azerbaijan, Not Armenia, Is Israel's True Ally
While Armenia continues to spout anti-Semitic bile,
the Azeri government has proven itself to be a trustworthy and important partner for the Jewish state.

Israel, too, sees the build-up of Russian weaponry across its northern border in Syria and wonders where it will all end. Their apprehension is that the advanced equipment already in situ in the Middle East will end up with Iran, viewed as an existential threat to the Jewish state, or with other Arab countries, thus eroding the air superiority that is Israel’s primary advantage over its neighbours.
The Russians are allying with the Kurds, unfazed by the Turkish anger this has provoked. And, crucially, they are now returning to Egypt to an extent not seen for 44 years, since they were kicked out by President Anwar Sadat.
One of the most senior analysts in Israeli military intelligence toldThe Independent in Tel Aviv last week: “Anyone who wants anything done in this region is beating a path to Moscow.”

“We know Azerbaijan has purchased billions of dollars of weapons from Israel. We know there are several top security companies doing projects in and for Azerbaijan. There are also very strong security connections – strong and sophisticated – on a very high level,” says Arye Gut, an Israeli import manager, originally from Azerbaijan. “But we don’t talk about it so much. It’s covert. What you read is about 1 percent of the relations. The other 99 percent, you don’t see.”

So from the all B.S. you wrote I still didn't understand how is 'real start button' is not in our hands.

Armenianweekly, HAARETZ or RT reliable sources? Since when? All articles not relevant!

And even, lets say, you (I assume when you say 'You' you mean State of Israel) do advise on some matters (and I know as insider on what matters but you as in article states do not know even 1% but making such claims) regarding Russian equipment and technology, since when advising became controlling real start button?

Nobody should expect information about details. Every sophisticated electronic weapon system , missile or aircraft has multiple hidden embedded "locks" to avoid its use against the interests or targets of the manufacturers country. Without removing them they are almost worthless. Removing is a masterpiece of engineering.
