A total of 59 army personnel have been killed since 2016 in counter-terror operations and foiling cross border infiltration attempts in Jammu and Kashmir, the government informed Rajya Sabha on Tuesday. Replying to a question, Minister of State for Defence Subhash Bhamre also said that 127 cross-border infiltration attempts were made in Jammu and Kashmir in the last three years including 88 last year.

He said that 49 army personnel lost their lives in terror incidents, counter-terror operations and foiling infiltration attempts in the year 2016 while the number till March 17 this year was 10.

The MoS Defence said 28 infiltration attempts were made in 2015, 88 in 2016 and 11 till February this year.

To another query, Bhamre said the number of appeals filed against soldiers with disability in respect of ex-servicemen in Supreme Court between 2014-16 was approximately 794.

The percentage of appeals against soldiers with disability out of all appeals is 61.5 per cent while the number of appeals ruled in favour of the government is only one.

“The Ministry of Defence has taken several steps to reduce the litigation in respect of defence personnel including soldiers with disability.

“Recently, the Defence Ministry has issued order for implementation of One rank One Pension on November 7, 2015 and delinking of 33 years qualifying service with effect from January 1, 2006 for pre-2006 retirees on August 30, 2016,” he said.

In response to a separate query, he said the onus was clearly on Pakistan to create a conducive environment free of violence and terrorism for addressing all matters of mutual concern between the two countries.

“India wants to maintain peace and calm along the LoC and remains committed by the tenets of ceasefire understanding of 2003,” he said.

Replying to a separate question, Bhamre said the number of women officers in the army, excluding those in general and medical branch, is 1,528 while the number for Navy is 469 and Air Force 1,581.

He said the army has recruited 407 women officers since 2013 while the IAF inducted 644 women personnel and Navy recruited 186 during the period, excluding those in general and medical branch.

A junior commissioned officer (JCO), of the Indian Army was killed in IED blast near the Line of Control on Saturday late evening.

The deceased has been identified as Naib Subedar S Sanayaima Kom of Manipur. He was part of an army patrol moving near the LoC when explosion took place. His unit had recently moved in the area from outside the state.

According to defence ministry spokesperson Ltd Colonel Manish Mehta, he is survived by wife and three children.

More details awaited.

Jammu and Kashmir Police personnel today bid a tearful adieu to constable Shams-ud-din, who was killed in a grenade attack by militants in Nowhatta area of Srinagar yesterday. A wreath laying ceremony was held for the constable, hailing from Gurez area of north Kashmir’s Bandipora district, at District Police Lines in Srinagar, a police official said.

Besides top officials of police and civil administration including DGP S P Vaid, Deputy Speaker of state assembly and MLA Gurez, Nazir Ahmad Khan Gurezi, laid wreath on the slain cop’s coffin which was draped in Tricolour, the official said.

He said Shams-ud-din’s body was later taken to his ancestral village. Speaking to reporters on the occasion, the DGP Vaid said “such attacks only result in death, destruction and bloodshed and nothing else is achieved by them. My heart goes out to the family which has lost their dear one.”

15 other security personnel were injured in the grenade attack on a police party next to Ganjbaksh Park in Nowhatta area at around 7.00 pm yesterday. Two CRPF men were also among the injured.

A CRPF jawan, who was hospitalised after being injured in firing by suspected militants, has died while five others are undergoing treatment. Six CRPF personnel and a civilian were injured when militants attacked a vehicle carrying security forces in Panthachowk area of Srinagar on Monday afternoon, police said. One of the injured personnel, Head Constable Basappa, later succumbed to his injuries while two other security personnel were said to be critical, the official said.

This is the second such attack in two days against security forces. “Our companies were going from Jammu to Srinagar when they were fired upon by militants, 6 personnel injured and taken to the hospital,” CRPF PRO, B Chaudhary told ANI. The CRPF jawans of the 97 Battalion were on their way to Srinagar for election duty for Lok Sabha bypolls scheduled to be held on April 9.

Earlier on Sunday, militants attacked a joint party of Jammu-Kashmir and paramilitary forces on the day Prime Minister Narendra Modi was in Kashmir to inaugurate the Chenani-Nashri road tunnel. A policeman was killed and 11 others were injured in the grenade attack. The attack took place in the evening when the security forces, deployed in the old city, were withdrawing. The militants lobbed a grenade at the security personnel near Nowhatta.

Floral tributes were paid on Tuesday to the CRPF jawan killed in a militant attack in Pantha chowk area of the city, officials said.

Senior officers from the CRPF, Jammu and Kashmir Police and the civil administration laid wreaths on the coffin carrying mortal remains of Head Constable Basappa Bajantri at Humhama Regimental Centre of the force.

Basappa was among the six CRPF jawans and two civilians who were injured in a militant attack at Pantha chowk area of the city on Monday.
He later succumbed to injuries at the army’s 92 Base Hospital.

The body of the slain head constable will be sent to his native village in Karnataka later in the day.

Militants have stepped up attacks on security forces in Kashmir, carrying out three attacks in the first three days of the current month.

They hurled a grenade at a police party in Nowhatta area of the city on Sunday evening, killing one policemen and injuring 15 other personnel.

In another attack, militants had on April 1 opened firing on an army convoy on Parimpora-Pantha chowk bypass road, resulting in injuries to two jawans.

Basappa H. Bhajantri, the CRPF soldier who was killed in a terror attack in Jammu and Kashmir, was laid to rest with full State honours at his native village Bailur in Kittur taluk of Belagavi district on Wednesday.

Bhajantri served in the CRPF for 19 years. The body was brought from J&K by flight to Goa, from where it was taken to Bailur in an ambulance on Tuesday night. The body was kept for public viewing on the Government High School campus. Later, it was taken in a procession and then cremated.

Belagavi Deputy Commissioner N. Jayaram, Superintendent of Police B.R. Ravikanthe Gowda, Assistant Commissioner Shivanand Bhajantri and in-charge tahsildar G.K. Ratnakar paid tribute. A large number of people from the surrounding areas thronged to pay their respects to the departed soldier.

The Indian Army recovered the bodies of the three soldiers who got trapped in an avalanche in Jammu and Kashmir’s Batalik on Friday.

They have been identified as Havildar Prabhu Shayu Kirke, 43, of Semna Village in Jharkhand’s Ranchi district, Lance Naik Bihari Marandi, 34, of Ramnathpur village in Jharkhand and Sepoy Kuldeep Lakra, 22, of Bishakha Tanga village under Ranchi tehsil.

There were five soldiers at the post when multiple avalanches triggered by heavy snowfall hit the army post. Two soldiers were rescued immediately after the avalanche hit Batalik sector. However, the bodies of three others were recovered later on Friday near the ceasefire line dividing Kashmir between India and Pakistan.

A western disturbance over Jammu and Kashmir triggered heavy rainfall and snow for the past three days, swelling rivers and inundating vast areas in the state.

Hyderabad: A 27-year-old ASI working for CISF was found dead on the railway tracks near Umdanagar railway station. Yashwir Singh hailed from Rajasthan and was deputed at RGIA.

Railway police said Yashvir Singh who had a degree in mechanical engineering joined CISF two years ago. He was staying at the CISF quarters in Mamidipally village. On Thursday, he was in shift A from 5 am to 1 pm. After completing duty, he left the airport without informing superiors, but did not reach quarters till night.


On Friday morning his body with the head crushed was found a few metres away from Umdanagar railway station. Railway police found a bag beside the body and with the help of his ID card and Aadhar card identified the deceased as Yashvir Singh. “The reasons for the death are not known. We are awaiting autopsy report,” Kacheguda GRP SI Adi Reddy said.

Meanwhile, his family said that he did not have any problem at home or at work and they are clueless regarding this sudden incident.

His colleagues said that Yashvir was a diligent person at work and did not show any signs of depression.

Yashvir’s elder brother Satbir Singh is working with the Air Force police in Pune. His father was in the Army and is now retired.

A suspicious death case was registered and the body handed over to his family after post-mortem.

THE FAMILY of Lance Naik Bihari Marandi, the second of the three victims of Wednesday’s avalanche at Batalik Sector, got the news of his death on Thursday night. At their home in Ramnathpur village – in Hiranpur Block of Jharkhand’s Pakur district, nearly 300 km from Ranchi – on Saturday, the family waited stoically for the body.

Marandi’s elder brother, Pradhan Marandi, a CISF official posted at Kahalgaon, in Bihar’s Bhagalpur district, told the media that the family has received information that inclement weather continues at the site. “We are expecting to receive the body by Sunday, or Monday,” he said.

Relatives said the second brother, Prem Marandi, is also in CISF and is posted in Delhi. Their youngest brother is studying. Marandi, who was 34, also had three unmarried sisters, relatives said. They said the family was looking to get him married as well.

His brother said Marandi had joined the Army in 2001 and had got promotion up to the post of Lance Naik. He was planning to retire in the next couple of years, Pradhan Marandi said. Administration officials said they have got in touch with the family and full state honours will be accorded for the final journey once the body arrives.

With two of his three sisters still unmarried and an ailing father at home, Sepoy Kuldeep Lakra had learnt to shoulder responsibility from an early age. Wednesday’s avalanche at Batalik Sector in Jammu and Kashmir that killed the 22-year-old, along with two others, also took away the family’s only pillar of strength that had helped them gain some sort of financial stability of late.

Born in Bisaha Khatanga village of Mandar block, around 30 km from Ranchi, Kuldeep joined the Army in 2014, inspired by a distant cousin who is also an Armyman. After training at Danapur Cantonment in Patna for about nine months, he got his first posting in Jammu and Kashmir.

On Saturday, his sister Celin Lakra, now pursuing a B.Ed course, said: “I had asked him to get serious and find work. We lived in a one-room house and my father could only grow wheat on his land – that just about managed to sustain us. I had started teaching in a private school, but that was not enough.”

Once Kuldeep joined the Army, she said, he started helping out the family. “He would tell me that so far I had helped him study and that he would now ensure I complete my studies (B.Ed course),” Celin said. “He cared for everybody – he was planning to fund the education of my brother-in-law (husband of second sister).”

With the financial situation stabilising to an extent, the family was planning to get him married. “We would have surely got him married if whenever he was to come home next. But…” Celin said.

Kuldeep had last gone home in November 2016.

Their father Xavier Lakra, 50, has had operations for appendicitis and hernia. Although successful, the surgeries have stretched his limited financial resources to the limit. They also mean he cannot take up too much work. “It is my humble request that a job be given our family. Otherwise it would again become too difficult for us,” Lakra said.

Jammu: An Army Jawan posted along the Line of Control (LoC) in Poonch district in Jammu and Kashmir died in an accidental fire from his service weapon.

A jawan deputed on a forward post along the LoC in Mendhar sector of Poonch district received bullet wounds due to accidental fire around 2150 hours last night, Defence spokesman Lt Col Manish Mehta said on Tuesday.

Sepoy Manmohan Budhani (23) later succumbed to injuries, he said.

He was in the army for two years and is survived by mother Vidhya Bukhari. Budhani belonged to village Awalakot Kota Bagh in Nainital district of Uttarakhand.

The Defence spokesman denied reports in a section?of the media that the soldier died in Pakistani firing.

He said there was no firing from the Pakistani side on Monday in Mendhar.

The Union Home Minister, Shri Rajnath Singh paid tributes to the martyred CRPF personnel, in Raipur, Chhattisgarh today. The Chief Minister of Chhattisgarh, Dr. Raman Singh and the Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir also paid tributes to the bravehearts who sacrificed their lives in a Naxal attack in Sukma district of Chhattisgarh yesterday. While paying tributes to martyred CRPF personnel, Shri Rajnath Singh said that their sacrifice will not go in vain.

The Home Minister said that the attack in Sukma is a cold blooded murder by LWE groups and it is an act of cowardice. He said that it is an act of desperation and we have accepted it as a challenge. He said that the Government will review the strategy and if necessary, will revisit it. Shri Rajnath Singh said that the Government is working to root out the problem of Left Wing Extremism and LWE groups are anti-development & they do not want development in the area. Later, Shri Rajnath Singh visited the injured CRPF personnel at the Ramkrishna Care Hospital, in Raipur and enquired about their health.

The Union Home Minister and the Chief Minister of Chhattisgarh also reviewed the LWE situation in the state at a meeting in Raipur.

Statement of Shri M. Venkaiah Naidu, Minister for I&B - Why Human Rights activists silent on dastardly killing of CRPF Jawans in Sukma?

The dastardly killing of a large number of CRPF Jawans on April 24, 2017 who were clearing roads for development works in Sukma district of Chattisgarh has shocked the nation. Several others were injured. This kind of cowardly acts of violence by the underground extremist elements is highly deplorable.

CRPF Jawans killed and injured were serving the cause of the people of the country and they paid with their precious lives while doing so. This is the highest sacrifice for the country. The families of dedicated Jawans who were killed and injured while in uniform would get the highest consideration from Central and State Governments. Both the Governments would work with renewed commitment to bring such mindless acts of violence to an end.

While the nation was shocked by this killing and violence, the so called sympathizers and proponents of Human Rights have maintained baffling silence since yesterday. These activists raise voice and react violently if an extremist or a terrorist is killed by the Police but take shelter in silence when large number of Jawans and innocent people get killed by those who operate underground, kill and run.

Are Human Rights only meant for those who chose violence in furtherance of their outdated ideologies and not for security personnel and common people?

Why are the Human Right activists silent when such inhuman acts are mindlessly committed by outlawed elements?

I am constrained to infer that such motivated acts of violence are being resorted to with tacit support from the so called Human Rights advocates in desperation to derail the positive narrative emerging from the ongoing efforts by the Central and State Governments to ensure that fruits of development reach the last of the poor there by enabling rapid economic development.

There is an urgent need to build strong public opinion against such violent acts by outlawed elements and the so called Human Rights activists who have double standards and don’t uphold similar rights of security personnel, their families and the innocent people who fall victim to such anti-national activities.

Raipur: A CRPF trooper who survived the massacre of 25 colleagues by Maoists in Chhattisgarh said on Tuesday that 50 insurgents would be killed in revenge.

Constable Mahendra Kumar, warded in a hospital here, said in a slow and halting voice that he himself would go back to Sukma district, where the carnage took place on Monday, once he recovers.

Sounding weak and with his head bandaged, Kumar said from the hospital bed that the Central Reserve Police Force contingent was in a forested patch to give security to workers engaged in building a road.

"Suddenly firing began from our left," he told journalists. "From nowhere 30 to 40 Maoists emerged and began firing.

"When we began retaliatory firing, they split into two or three groups and scattered in three directions.

"One group went to our front, got into a pit that had been dug up and resumed firing. The others took us on from both the left and right side."

Kumar felt that 25 to 30 Maoists were injured in the counter firing by the CRPF.

Suddenly, a bullet grazed Kumar's shoulder, felling him. When he woke up, he found himself in a hospital.

Other CRPF troopers who escaped the massacre had similar tales.

One wounded trooper said he suspects a few cowherds who came to the spot the CRPF personnel were located in, apparently passed on the information to the Maoists.

"They saw our location. We suspected something but could not do anything since they were not armed.

"About 15 minutes after they left, scores of Maoists appeared on the scene, dressed in black. And they attacked us from all sides. We too hit back."

According to him, the Maoists had AK-47 assault rifles, Self Loading Rifles, INSAS Rifles, rocket launchers and mortars.

"In fact they had all the weapons that the CRPF has."

After the Monday carnage, the attackers escaped with several more weapons, adding to their weaponry in a vast forested tribal-dominated region where the Maoists have run a parallel state for decades.

A third CRPF trooper put the number of Maoists who ambushed them at about 300. They outnumbered the 99 CRPF personnel who were readying for lunch when they were targeted.

It was the worst attack by Maoists on security forces in Chhattisgarh since 2010.

Thirumurugan, the CRPF jawan who died in a Maoist attack, was posted to Chhattisgarh only 3 months ago


Staving off tears, his family reminisced the sheer determination of the 36-year-old Thirumurugan who joined CRPF in 2000 when he was just 19. He was doing a degree course in an arts college in Chennai city when he was selected for the CRPF. Due to family circumstances, he quit studies and joined the force. He had served in Kolkatta and Jammu and Kashmir before being posted to the CRPF unit at Coimbatore about three years ago.

After completing three years of service at the Coimbatore unit, Thirumurugan was posted to Chhattisgarh only three months ago. His aged parents Nallathambi and Pounambal and other members of his family dissuaded him from going to Chhattisgarh, as they have heard much about the activities of the extremist elements in that State.

Thirumurugan had come on a month’s holiday and had stayed in the village with his wife and children last month. He left for Chhattisgarh only on March 24 and his parents went to see him off at the Coimbatore Railway Station. Even at Coimbatore Junction, Thirumurugan assured his disturbed parents that he would serve in the force for three more years and would later seek retirement to live in the village, his father recalled.

The entire family was depending solely on Thirumurugan, as his two brothers – Dhanasekaran and Maruthu Durai – were unemployed. While Dhanasekaran is a driver of a paddy harvesting vehicle, Maruthu Durai is a daily-wager.

Thirumurguan took so much pride in being part of the CRPF that he even encouraged his brothers to join the force to serve the nation.

Due to retire in 2015, Padmanabhan was granted an extension for two years
“I will be back home for good in two months,” CRPF Head Constable M. Padmanabhan (44) had told his family a few days ago. But on Tuesday — just 35 days before his retirement from service — only his body arrived at Avichakudi village, his native, not far from Valangaiman in Tiruvarur district.

Padmanabhan and another CRPF constable Senthil Kumar, both from the delta region, were killed along with others when Maoists attacked CRPF unit in Sukma district in Chhattisgarh on Monday.

Padmanabhan joined the CRPF in 1994. Death in service had perhaps stalked Padmanabhan who must have retired in 2015 itself, but was granted an extension of service for two years and that too was about to end in May. The slain para military personnel is survived by his wife Maheswari, son Muralidharan (5) and daughter Monica (2).

His comrade-in-arms Sambandam said that he and Padmanabhan joined the CRPF at the same time, and since he was a grade lower, he had got retired while Padmanabhan went on. Just 20 days back, he happily informed that he was returning home to peace and love by May end.

Never did Vidya and her ward Shaktipriyan (8 years) imagine that their summer vacation at Nidamangalam in Tiruvarur district would turn out to be a nightmare of the worst kind — this was until the news of the untimely death of Vidya’s husband and CRPF constable N. Senthil Kumar (35) trickled in through official circles early on Tuesday.


Senthil Kumar was his family’s only bread winner after the death of his father Narayanan, who had eked out a living working as a laskar in the PWD.

He and Vidya were intent on providing the best possible education to Shaktipriyan, studying third standard in a Coimbatore school. In fact, the mother and kid had relocated to Coimbatore solely to provide quality education to the child while Senthil Kumar's mother Amirthavalli (68) was living alone in their house at Kamaraj Colony, Nidamangalam in Tiruvarur district.

Grieving relatives said that Senthil Kumar joined the CRPF in 2000. The inconsolable Vidya is a graduate while Shaktipriyan was hardly in a position to grasp the goings on.

Earlier, the bodies were flown to Tiruchi by a Indian Air Force transport aircraft from Raipur and sent to their respective native villages by road.

Food Minister R. Kamaraj, Tiruchi Collector K.S. Palanisamy, Tiruvarur Collector L. Nirmal Raj and Deputy Commissioner of Police (Law and Order), Tiruchi, Mayilvaganan paid homage to the three CRPF men.

“In 2010, the Maoists killed 76 jawans. Now 26. And everytime, the government comes out with the oft-repeated assurance that it would give a befitting reply to naxals. But nothing happens,” said Gajendra’s younger son Amit Mishra, who was planning to join Army but after Abhay Mishra’s martrydom, he is having second thoughts on joining the defence force.

No different is the scene at another martyr Saurabh Kumar’s house at Danapur. Saurabh was married on June 25, 2014 and has a two-year-old son, who could not make out why the family members are grieving, and how he would never be able to see his father again. “Saurabh had left for Chhattisgarh on March 19 this year and promised his young wife and son that he would return soon. Today, we are waiting for his body,” said Saurav’s father Kamlesh Singh, who is more worried how his daughter-in-law and grandson would lead their life.

Altogether six CRPF personnel from Bihar lost their lives in Monday’s Maoists attack in Chhattisgarh. Apart from, Saurabh and Abhay, four others have been identified as Ranjit Kumar of Sheikhpura, Abhay Kumar of Vaishali, Krishna Kumar Pandey of Chenari in Sasaram, and Naresh Yadav of Darbhanga.

“A pall of gloom descended here after we learnt about Abhay Kumar’s death. He was married in 2015 to a girl from Muzaffarpur.... Just don’t know how to console his young widow,” said one of his relatives in Vaishali.

Naresh Yadav’s father at Darbhanga was all the more inconsolable. “Naresh was my only son. Our world has crashed completely,” he said unable to control his emotions.

The villagers came first, and then the Naxalites, dressed in black. "They were some 300 Naxalites, all wearing black," a jawan of the Central Reserve Police Force said. The jawan was among those injured in the Naxalite attack that took 25 lives in Chhattisgarh yesterday.

Some of the Maoists carried rocket launchers, the jawan, who did not wish to be named, said.
Another injured jawan, Sher Mohammad Khan, told PTI the Naxalites also carried AK-47s, SLRs and other automatic weapons.

The two men, who were in a 99-strong CRPF team carrying out a sanitisation exercise for an under-construction road in Chhattisgarh, are now being treated in a hospital in Raipur.

"They first sent the villagers to check our location. The villagers weren't carrying arms, (so) how could we fire at them," the unnamed CRPF man asked.

"We retaliated. We also killed many Naxals," he added. Khan said there were women in the group of Naxalites that attacked the CRPF team in Sukma.

Sukma is a part of south Bastar, which has for decades been battling the guerrillas.
Since April 2010, nearly 200 security personnel have died in six major attacks in Chhattisgarh.

"I request Prime Minister Narendra Modi and Home minister Rajnath Singh to grant us the Power Act (AFSPA) in this area to deal with the Naxal menace," Khan said, referring to the Armed Forces (Special Powers) Acts or AFSPA, in force in some troubled parts of the country. The controversial Act gives sweeping powers, such as the right to shoot at sight, to the forces.

The government promised to review its strategy on battling Naxalites, as the Chhattisgarh chief minister warned that an operation would be launched "with more firmness" and "vigour" against the guerrillas in the coming days.

Shaken by the audacious attack, the Centre and the state government made it clear that they would strike back in equal measure.

Most telling were the comments by Home minister Singh, who rushed to Chhattisgarh capital Raipur this morning.

"The sacrifice of our brave jawans will not go in vain," Singh told a press conference after paying homage to the slain jawans.

The six - Saurabh Kumar (Patna), Naresh Yadav (Darbhanga), Abhay Kumar (Vaishali), Ranjeet Kumar (Sheikhpura), Krishna Kumar Pandey (Rohtas) and Abhay Mishra (Bhojpur) - were among the 25 Central Reserve Police Force (CRPF) soldiers who died.

He is survived by his wife Poonam, two children father Puran Chand Sandhu and mother Mam Kaur.

His son is studying in Class XII and daughter is in Class VIII.

Three Army men were killed in an attack by terrorists on the Army camp in Panzgam near Kupwara in Jammu and Kashmir. The Army gunned down three terrorists.

In all three AK-47's, nine magazines, one Chinese pistol, one UBGL, hand grenades, two GPS sets, one radio set and one smart phone were recovered.

The three Army fatalities have been identified as Capt Ayush Yadav from Kanpur, Sub. Bhoop Singh from Rajasthan and Naik BV Ramanna from Visakhapatnam.

Seven soldiers were injured and one of them is critical. Six were being treated at the 92 base hospital in Srinagar and one at Kupwara.

Officials said the terrorists were dressed in black Pathan suits and half combat jackets. Army believes they belong to the Lashkar-e-Taiba.
