Assistance to Families of Martyred Soldiers of Indian Military

21THTRIBUTE

Border Security Force (BSF) that located the mutilated body of head constable Narender Singh 30-40m inside Pakistan control territory, a senior government official told The Hindu. He was found lying in a pool of blood on a raised embankment across the border by the joint party.

On September 18, head constable Singh, who was part of a BSF party in Ramgarh sector in Jammu to clear elephant grass growth, went missing after they came under heavy fire from the Pakistani side.

The BSF submitted a report to the Home Ministry on Thursday, saying that the jawan had received three bullets — on his left eye, left side of his chest and left leg. The report also said that he had several “cut marks” on his body, including on his neck, confirming mutilation.

Such attacks are common along the Line of Control (LoC), but this is the first time that such an incident has taken place along the IB. The 740-km LoC in J&K is under the operational control of the Army and the 192-km IB in Jammu is manned by the BSF.

The official said that on the day of the incident, when after the first burst of fire the other BSF jawans rushed back to their post, they noticed that Singh was missing.

There was no retaliatory fire from the BSF as Singh was still missing and had to be traced. BSF Deputy Inspector General in Jammu called his counterpart — the sector commander of Pakistan Rangers in Sialkot — on the dedicated hotline for several hours but they did not respond. Calls were also made from the Delhi headquarters of the BSF.

“We could not immediately retaliate as our man was still missing. Despite repeated calls to the hotline, they remained incommunicado. Finally the concerned officer came on the line in the evening and we asked them for assurance that a search party will go to look for Singh and there should be no firing from the other side,” said the official.

He said that after initial round of search, the search party came back as it could not locate Singh.

“We then called a flag meeting with the Pakistan Rangers and pressured them to send a joint search party. They agreed and the combing operation began. We found Singh’s helmet and cap. There were blood stains indicating his body had been dragged. Following the traces, we found Singh’s body in a pool of blood, lying on a raised embankment, about 40 metres inside Pakistan,” said the official.

In the flag meeting, Pakistan Rangers denied their involvement in the killing, said the official.

Home Minister Rajnath Singh said on Thursday that he had spoken to BSF DG KK Sharma. “ have given instructions to take appropriate action but cannot share the details right now,” Mr. Singh said.

Para commando Sandeep Singh lived and died for the country. The 30-year-old Lance Naik displayed exemplary bravery when he killed two infiltrators single-handedly before laying down his life on the Line of Control in the dense Tangdhar forests in Kupwara district on Monday.

At least five militants suspected to be foreigners were killed during the three-day-long counter-infiltration operation that began on Saturday at Tangdhar.

Army sources said Lance Naik Sandeep Singh of Special Forces led a search party which launched the operation in the Gagadhri Nar area of Tangdhar on September 22 after an input about infiltration was received. The combing was jointly carried out by the 4 Para commandos and 20 Jat Regiment.

“On noticing suspicious movement, Sandeep deployed his squad and moved further to ascertain the presence of militants. He encountered two terrorists at close quarters and a fierce gunfight ensued in which he neutralised both militants. During this daredevil act, he sustained a gunshot wound in his head and succumbed to his injuries as he was being evacuated,” the sources said.

An officer privy to the operation details said the commando ensured the safety of his own squad of the Special Forces. “With utter disregard for his personal safety and upon noticing that his squad was in danger, the commando eliminated two hardcore foreign militants, ensuring the safety of his four-member squad and the subsequent elimination of all three terrorists,” he said.

Lance Naik Sandeep Singh, a resident of the Kotla Khurd area of Gurdaspur in Punjab, is survived by his wife. He had joined the Army in 2007.

Four Central Reserve Police Force (CRPF) personnel were killed on Saturday when Maoists blew up their mine-protected vehicle (MPV) in the first such attack since elections in the state were announced on October 6. Two others were injured in the blast, police said.

The attack came on a day chief minister launched the ruling election campaign in neighbouring the district. Elections will be held in two phases, on November 12 and 20. Eighteen constituencies in eight Maoist-affected districts will vote in the first phase. The remaining 72 will vote in the second phase.

The blast went off near the CRPF’s camp around 4.30 pm when a team from its 168th Battalion was out on area domination operations and patrol duty, a senior officer said.

“The MPV was carrying six personnel and was around one km away from the CRPF camp when Maoists triggered the blast. Four jawans were killed and other two were injured,” said IG CRPF .

Reinforcements were immediately rushed to the spot and the injured personnel evacuated, he said. The bodies were subsequently retrieved from the spot. “We have launched a hunt for the attackers. Combing operations have begun in the area,” IG CRPF said.

According to CRPF , the Maoists have targeted MPVs eight times in the region since 2005, killing 42 security personnel injuring at least 50. Instead of using standard explosive devices, the Maoists were using 50-100 kg explosives in containers to explode MPVs, the CRPF had earlier said.

On Friday, IG CRPF had given details of deployment of additional forces and four helicopters in the region in the run-up to the combing operations.
