The Union Minister for Urban Development, Housing & Urban Poverty Alleviation and Information & Broadcasting, Shri M.Venkaiah Naidu handed over a cheque of Rs. 1 crore to the Union Home Minister Shri Rajnath Singh here today, for contribution to ‘Bharat Ke Veer Corpus’ on behalf of NBCC (India) Ltd.

The contribution has been made by the employees of NBCC (India) Limited, from their Performance Related Pay for the FY- 2015-16, for the welfare of the family members of the Armed forces and paramilitary forces who have sacrificed their lives for the nation.

The CMD, NBCC (India) Ltd Dr. Anoop Kumar Mittal was also present during the occasion.

A jawan was killed and three others were injured when suspected militants ambushed an Assam Rifles party in Ukhrul district of Manipur on Thursday.

The ultras exploded an improvised explosive device (IED) at Kashungabout 11.15 am, police said.

The deceased was identified as Havildar Rohit.

The three injured, who are yet to be identified, were airlifted by a helicopter to the Leimakhong Army Hospital in Imphal, they said.

A large number of central forces’ personnel and police commandos rushed to the area to conduct search operations.

Militants shot dead a policeman in south Kashmir’s Kulgam district on Thursday.

Constable Shabir Ahmad was shot outside his residence at Bogund in Kulgam, a police official said.

“He was rushed to the district hospital but was declared dead on arrival,” a police officer said.

The constable received multiple bullet injuries.

Army jawan Sandeep Jadhav had promised to come home to celebrate the birthday of his son Shivam tomorrow, but to the utter devastation of his family the jawan will return home in a coffin.

A pall of gloom descends on the jawan's native Kalegao village in Sillod tehsil of Aurangabad district.

The 34-year-old soldier, who belonged to the 15 Maratha Light Infantry, was yesterday killed in an attack by a team of Pakistani special forces, which had sneaked 600 metres across the Line of Control (LoC) into the Poonch sector of Jammu and Kashmir.

Shravan Mane, a 24-year-old sepoy from Kolhapur, was also killed in the attack. When Jadhav's father Sarjerao learnt about his death, he decided not to play the television at home so that the family does not come to know about the fateful news.

One of the villagers said, "Sandeep had assured his family that he would come home for Shivam's birthday. As the birthday preparations were going on in full swing yesterday evening, Sarjerao decided not to play the television news at home when he learnt about his son's death. He also asked some of his relatives not to talk about it to his family members, including Jadhav's wife, elder daughter and others."

However, by late this afternoon, they were finally briefed about the incident for the conduct of his last rites.

Aurangabad District Collector Naval Kishor Ram said, "Sandeep's body would reach Aurangabad by this evening. But, we have not received any confirmation about the shifting of the body yet."

Meanwhile, in Kolhapur, the family members of Shravan Mane are waiting for his body to arrive.
Kolhapur District Collector Avinash Subhedar told PTI his office was in touch with the Army officials in Jammu.

"We are hopeful of his body reaching Kolhapur by this evening," he said.

Mane, a resident of Gogave village in Shahuwadi tehsil of Kolhapur district, was a bachelor and had joined the Army only a couple of years back.

"All the male members of his family, including the extended ones, are connected with the Army. His father had served in the Army as a jawan. Mane's elder brother and brother-in-law are at present serving in various battalions of the Army," Subhedar said.

Sanjay Shinde, resident district collector of Kolhapur said, "We are in touch with the Army officials in Jammu about shifting of Mane's body. We are told that it should first reach Jammu, as the route from Poonch to Jammu is difficult. Once the body reaches Jammu, the Army will either carry it to Pune or directly take it to Belgaum, closest airport from Kolhapur."

Earlier in the day, a Central Reserve Police Force (CRPF) officer was killed and two others injured as militants opened fire in vehicle near Pantha Chowk area on the outskirts of Srinagar.

Police officials said the vehicle was outside Delhi Public School (DPS), Srinagar, when militants emerged on the Srinagar-Jammu national highway and opened fire at it.

An assistant sub-inspector was among three CRPF jawans. However, the CRPF officer succumbed to his injuries in the army hospital. He has been identified as Sahab Shukla.

The police feared that the militants might have taken shelter in the school building. Reinforcements were rushed to the area and the premises of the school checked up.

Meanwhile, Lashkar-e-Toiba (LeT) claimed the responsibility for the Pantha Chowk attack.

LeT spokesman, Dr Abdullah Ghaznavi its men attacked on the CRPF party.

A CRPF sub-inspector was killed and another jawan injured in an attack on their vehicle by militants in Srinagar’s Pantha chowk area on Saturday, reported news agency PTI. The attack took place when the CRPF personnel, who were part of road opening deployment, were sitting in their vehicle at around 5:50 pm.

The deceased has been identified as sub-inspector Sahib Shukla and the injured as constable-driver Nissar Ahmed. Another constable of Jammu and Kashmir police shot himself in the leg by accident during the attack. The security personnel retaliated to the attack. However, there were no reports of any injuries or casualties on the militants’ side.

Earlier on June 16, militants attacked a police party in Hyderpora area of Srinagar injuring two policemen. On Friday, Dy SP Md Ayub Pandit was lynched by a mob outside Jamia Mosque in Nowhetta.

The body of CRPF sub-inspector Sahib Shukla, who was killed by militants in Srinagar, arrived at Gorakhpur airport by a special plane around 7.30 pm on Sunday.

Senior CRPF officials, commissioner Anil Kumar, district magistrate Rajeev Rautela and deputy inspector general Neelabja Chowdhary paid floral tributes to the martyr in the presence of his son, Devasheesh Shukla, and other family members. Local residents also joined in, hailing the officer’s sacrifice with slogans of “Shaheed Sahib Shukla amar rahein”.

As there is no power supply in Shukla’s village, Kanail Majhgawan, his body will be kept in the post-mortem house at the district hospital until it is time for the last rites on Monday morning.

The village has been shrouded in gloom ever since news of his death arrived at its doorstep. Local residents, relatives and district administration officials began gathering at his residence soon afterwards.

“He looked very happy when he visited the village on June 12 to attend Devasheesh’s marriage. He met everyone in the village and promised to visit again, but how were we to know he would never return,” said Shukla’s nephew Upendra, his tears welling up with tears.

Devasheesh had earlier said that he would not cremate his father’s body until chief minister Yogi Adityanath visited them. However, the matter was resolved when Adityanath, who had announced an ex-gratia of Rs 25 lakh for the family, spoke to the martyr’s kin over the phone and promised to meet them during his two-day visit to Gorakhpur on July 9.

This made Devasheesh agree to cremate his father’s body on Monday morning.

Meanwhile, residents of Kanail Majhgawan shouted slogans against Pakistan for supporting terrorism and sheltering militants.

President of India addresses Ex-Servicemen rally at Nabagram Military Station

The President of India, Shri Pranab Mukherjee addressed an Ex-servicemen rally at Nabagram Military Station in West Bengal today (July 15, 2017).

Addressing the gathering, the President expressed happiness at getting this one last chance to meet the jawans, Veer Naris and Ex-servicemen of the region prior to his demitting office. He applauded the discipline and organisational capacity of the Ex-servicemen and expressed hope that Nabagram would not only become a model military station but also bring about all round development of the area in terms of creation of jobs and infrastructure. He expressed his reverence for the Veer Naris and said that though their loss could never be replaced, the government would continue to look after them. He also applauded the efforts made by the GOC-in-C, EC to ensure fast development of the military station.

On the occasion, the President also felicitated six Veer Naris and two Ex-soldiers. The first Ex-Servicemen rally at Nabagram Military Station, organised by the Brahmastra Corps of Army's Eastern Command was attended by more than two thousand veterans and Veer Naris from Murshidabad and neighbouring areas.

Prayer meet for Martyr Dhillon begins; CM invited

On July 4, three braveheart air warriors of the Indian Air Force led by Wing Commander Mandeep Singh Dhillon, Commanding Officer of the Tezpur-based Advanced Light Helicopter (ALH) unit, met with a tragic end when their helicopter crashed in the hills of Arunachal Pradesh.



Co-pilot Flight Lieutenant PK Singh and Sergeant RY Gujar, the flight gunner, were among the other aircrew members involved in the mission involving evacuation of the landslide-hit civilians.



A police constable from Arunachal Pradesh, who was a passenger onboard, also died in the tragic crash.



On the ill-fated day, the crew reportedly evacuated 169 civilians to safety.



For “Mandy”, as Dhillon was fondly known amongst his friends, saving lives was intrinsic to his life and profession. Never the one to shy away from volunteering on such mercy missions, his grooming came about at this very ‘Hovering Angels’ unit, which incidentally was his first operational unit and unfortunately, his last.



On a hill-flying mission in the Tawang sector, last year on May 19, upon learning that a number of Army jawans were injured in a vehicle accident on the road leading to Tawang, Dhillon volunteered to evacuate them. In a series of sorties, he evacuated 13 injured soldiers from Jaswantgarh to Khirmu, a helipad some distance away from where the injured could be rendered medical assistance.



With nearly 4,000 hours of total flying experience including 1,200 captain hours on ALH alone, Dhillon was one of the highly experienced helicopter pilots. A Qualified Flying Instructor, an Aircrew Examiner and anInstrument Rating Instructor and Examiner, only a few could match up to his professional excellence.



He was innately humane, selfless, modest and a compassionate soul.



Air Vice Marshal Manavendra Singh, erstwhile Commodore Commandant of Hovering Angels, currently Senior Officer-in charge-Administration at HQ Eastern Air Command, was Dhillon’s first Commanding Officer when he joined the unit inJanuary 2000.He recalls, “Mandy was one of the very bright and upcoming officers. In no time, he achieved his operational status.”A go-getter in every sense of the word, his passing away is a great loss to the IAF, he added.



“Besides being a thorough professional, he was one of the most loved persons in the station. During social activities he would make it a point to meet everyone. What a great loss!” said Air Commodore KVR Raju, Air Officer Commanding, Tezpur.



A second-generation IAF officer, Dhillon, who hailed from Patiala, was destined to follow his father’s footsteps. From being a cadet at Rashtriya Indian Military College (RIMC), one of India’s foremost feeder schools that groom young boys to join the Defence services as officers, to National Defence Academy (NDA) followed by Air Force Academy, it was only natural for Mandy to opt for the helicopter stream.



“Perhaps he wanted to add to the legacy of his father, Sqn Ldr PS Dhillon (Retd),who was a Flight Engineer in Mi-4 helicopters in the 1970s,” said Group Captain PB “Papa” Nair, Dhillon’s NDA coursemate. “He was quite popular amongst our course mates. He was more than a brother to me,” added Nair.



An avid sportsperson and an excellent cross-country runner from his school days, Mandy was lauded by his seniors and admired by his peers and juniors alike. A gold medalist from his cadet days at RIMC and NDA in the grueling races that is a supreme test of endurance and stamina, Mandy imbibed much of his athletic prowess and genes from his father who was also a National coach in athletics.



“He was an astute visionary and had an eye for detail and always took the initiative to lead from front,” said Flight Commander, Wing Commander Mudit Chaurasia. From the initial sense of shock and disbelief to denial, slowly but surely, the ALH Unit Dhillon once nurtured for over a year, is coming around, as the pilots have once again taken to the skies in their angelic missions of saving lives.



Recalling their life together in their near 14 years of matrimony, his wife Prabhpreet Kaur Dhillon, describes her husband as someone who was very compassionate and helpful towards anyone in need. Having grown up herself in the Air Force way of life (her father retired as an Air Commodore), Prabhpreet was well acquainted with the high-risk profession of her pilot husband.



“He would always volunteer for such rescue and relief missions ahead of others. Flying for flood relief or casualty evacuation always remained his top priority. He just wanted to help others in every possible way and also performed ‘seva’ in langars at the Gurudwara wherever possible,” she recalled.



“He was a loving husband and a doting father to our daughter Sehaj and son Eshar,” she added.



On that ill-fated day, she wanted her husband to take their daughter to the Station Medicare Centre as she was running fever. “But he said he would not be able to, as he had to go for a flood relief mission. And,in the process of saving other lives he ended up losing his own life,” said Prabhpreet, wistfully remembering her last conversation with him.



Despite her profound loss, Prabhpreet, as the first lady of the Unit, was seen consoling family members of others who had lost their near and dear ones in the tragic accident.

“Her courage in the face of adversity and personal tragedy was both astounding and admirable,” said Air Cmdr Raju.



Antim ardas of Wing Commander Mandeep Singh Dhillon will be solemnized for two days, starting todayat their residence in Patiala. A number of people have been paying homage to the departed soul on social media as well.



Sqn Ldr PS Dhillon (Retd.), father of the martyr, has also requested the presence of the Chief Minister of Punjab, Captain Amrinder Singh (Retd), a respected veteran, to attend the antim ardas of the martyr.

Equal treatment to Paramilitary personnel died in action at par with Army Martyrs

Central Armed Police Forces (CAPFs) and Army are not comparable on a one to one basis as there are differences in their retirement age, service rules etc.

The benefits are given to Central Armed Police Forces (CAPFs) & Assam Rifles (AR) personnel including Next of Kins (NoK) of those CAPF personnel who sacrifice their lives in the course of duty. These, inter-alia, include:-

(i) Ex-gratia lump-sum compensation @ Rs.35 lakhs for death on active duty and @ Rs. 25 lakhs for death on duty, as the case may be, is entitled to the Next of Kin of the deceased personnel.

(ii) The NoK of the deceased is entitled to get Liberalized Family Pension (i.e. last pay drawn) under Central Civil Service (Extra Ordinary Pension) Rules, 1939 and other pensionary benefits as admissible.

(iii) 5% vacancies are reserved in Group “C” & “D” for compassionate appointments for NoK of the deceased personnel.

(iv) Under the Prime Minister Scholarship Scheme, amount @ Rs.2250/- pm for girls and Rs.2000/- pm for boys is being released to the wards of serving/retired CAPFs & AR personnel. Prime Minister Scholarship is admissible to 1000 girls and 1000 boys.

(v) There is a reservation of 15 MBBS and 02 BDS seats for the wards of CAPFs & AR personnel in the seats of Central Government for these courses.

(vi) Central Police Canteens at various locations in the country have been functioning.

(vii) A Welfare and Rehabilitation Board has been established for the welfare and rehabilitation of CAPFs & AR personnel and their families including differently abled personnel.

This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question by Shri Neeraj Shekhar in the Rajya Sabha today.

In addition, other benefits such as liberalised family pension, death-cum-retirement-gratuity, etc. are granted as per extant rules.

The ex-gratia /compensation is paid to civilians/Security Forces personnel killed as per extant guidelines of Central Armed Police Forces/State Government.

The preventive steps taken by the Government are as under:-

· All the forward posts are adequately strengthened to withstand enemy fire. Besides there are well-established Standard Operating procedures (SOPs) to safeguard against enemy fire to minimize own casualties.

· Appropriate retaliation to the ceasefire violations, as required, is carried out by Indian Army. In addition, all violations of ceasefire are taken up with Pakistan authorities at the appropriate level through the established mechanism of hotlines, flag meetings as well as weekly talks between the Directorate Generals of Military Operations of the two countries.

There have been no armed intrusions by the enemy across the Line of Control in the State of Jammu & Kashmir in recent past. The details of terrorist-initiated incidents against the Army are as under:-

Defence Minister Hands over Additional Ex-Gratia to Next of Kin of Battle Casualties

The Defence Minister Shri Arun Jaitley handed over additional ex-gratia amount from the Army Battle Casualties Welfare Fund (ABCWF) to ten Next of Kin (NoK) of battle casualties here today. Speaking on the occasion Shri Jaitley said that till now it has been the government, the Armed Forces and the insurance agencies that have been taking care of the families of these martyrs. It is a symbolic concern shown by the citizens that they care for them. He further said that it is a kind of reciprocity from the people indicating that they now stand with these martyrs and next of their kin.

The fund is being pooled by the concerned citizens for such martyrs. The Defence Minister also released an amount of ₹ 3.04 crore to 142 other NoK of brave soldiers of the Indian Army, who made the supreme sacrifice for the country.

The ABCWF has been set up under Department of Ex-Servicemen Welfare (ESW), Ministry of Defence following a large number of requests to Defence Minister from citizens, who expressed willingness to assist families of battle casualties, especially in the context of Siachen incident in February 2016 in which ten soldiers were buried in an avalanche.

The fund has been created under the Charitable Endowments Act, 1890. A Bank Account bearing No. 90552010165915 has been opened in the South Block Branch of Syndicate Bank, New Delhi for public to deposit money. There is a provision of financial assistance of ₹ 2 lakh to the army battle casualties which are fatal, 60 per cent and above disability and battle casualties invalided out due to disability and ₹ 1 lakh to disability less than 60 per cent. This will be in addition to liberalised family pension, financial assistance from Army Group Insurance, Army Welfare Fund and ex-gratia amount.

A draft scheme/standard operating procedure has been formulated for administration of the Fund and disbursal of financial assistance to NoK of battle casualties. The scheme broadly lays down the objectives of the Fund, eligibility for financial assistance, management of the Fund, procedure for receipt of donations and disbursal of financial assistance. The Scheme is being implemented through Army Headquarters, Adjutant General Branch and made effective from January 1, 2016. Deputy Secretary (Resettlement) has been appointed as Custodian/Treasurer of the Fund. The management and administration of the Fund will be overseen by a Managing Committee headed by the Defence Minister.

Minister of State for Defence Dr. Subhash Bhamre, Secretary (ESW) Shri Prabhu Dayal Meena, Adjutant General Lt. General Ashwani Kumar and senior officers of MoD and the Armed Forces were also present on the occasion.

Appropriate retaliation to the ceasefire violations, as required, is carried out by Indian Army. In addition, all violations of ceasefire are taken up with Pakistan authorities at the appropriate level through the established mechanism of hotlines, flag meetings as well as weekly talks between the Directorate Generals of Military Operations of the two countries.

Ex-gratia amount for CAPF personnel

The amount of ex-gratia lump sum compensation available to the families of Central Government Civilian employees, who die in the performance of their bona fide official duties under various circumstances, has been increased on the recommendations of the 7th Pay Commission w.e.f. 01/01/2016 vide DoP&PW OM No.38/37/2016-P&PW(A)(i) dated 04/08/2016, as under:

The rate of ex-gratia lump sum compensation for 100 percent disability to CAPFs & Assam Rifles personnel, who are disabled in the performance of their bonafide official duty under various circumstances and are boarded out from service on account of disability attributable to aggravated in service, has been revised vide this Ministry OM No.27011/64/2010-R&W (Part) dated 07/06/2017 from Rs. 09 lakhs to Rs. 20 lakhs w.e.f 01/01/2016.



The 7th CPC has recommended a common regime of Risk and Hardship Allowance for Army and CAPFs which has been accepted by the Government.



This was stated by the Minister of State for Home Affairs, Shri Kiren Rijiju in a written reply to question by Shri Bahadur Singh Koli in the Lok Sabha today.

Earlier in the day, Pakistan had summoned Indian Deputy High Commissioner JP Singh to protest ceasefire violation by Indian troops along the LoC.

An Indian Army soldier was killed on Tuesday in a ceasefire violation by the Pakistan Army on the Line of Control (LoC) in Jammu and Kashmir’s Poonch district.

Defence Ministry sources said in Jammu that the Pakistan Army violated the ceasefire in Mankote area of the LoC in Poonch district.


“A soldier -- identified as Sepoy Pawan Kumar -- was killed in the firing by the Pakistan Army,” the sources said.

Indian positions have also retaliated to unprovoked ceasefire violation by the Pakistan army in the area.

Till August 1 this year, there have been 285 instances of ceasefire violation by the Pakistani forces.

“Indian Army retaliated strongly and effectively,” the spokesperson said, adding Naib Subedar Jagram Singh Tomar was grievously injured in the exchange of fire.

Tomar, 42, later succumbed to his injuries. He hailed from Tarsana village in Morena district of Madhya Pradesh. He is survived by his wife Omavati Devi, a son and a daughter.

An intelligence source said another soldier identified as Sepou Mohit Kumar also sustained injuries in the firing. He was shifted to 425 Army Hospital in Poonch. However, the army has not yet confirmed it.

Earlier in the day, a 40-year-old woman, Raqia Bi, was killed when a shell fired from across the border exploded in the verandah of her house around 5.20am.

Police sources said the woman had just woken up and was washing her hands and face for the morning‘s namaz (prayer).

Till August 1 this year, there have been 285 instances of ceasefire violation by the Pakistani forces.

Two soldiers were killed in Kashmir’s Shopian district after a gun battle that began on Saturday evening lasted till the following morning, police officials said.

Firing began when a team of local police and the Indian army launched searches in Avneera village. Militants opened fire in an apparent attempt to break the cordon.

In the next hours, the forces came under fire from militants outside the cordon, while locals came out to pelt stones at the personnel targeting the suspected militants. The Shopian police control room said a building where the suspects were thought to be hiding was also blown up.

Director General of Jammu and Kashmir police, SP Vaid had earlier disclosed the deaths of the two soldiers, who were identified as Sepoy Ilayaraja P and Sepoy Gowai Sumedh Waman by news agency ANI.

Separately, in north Kashmir’s Bandipora, two policemen were wounded when they were shot by suspected militants, and a civilian succumbed to his injuries from a petrol bomb attack in Srinagar.

On Saturday evening, Kashmir’s inspector general of police, Muneer Khan told a local newspaper that several militants were surrounded by forces in Shopian, but another bunch was shooting at the security team from an open area outside the cordon.

Army chief General Bipin Rawat paid tributes on Sunday to two soldiers who were killed in an encounter with militants in the Zainapora area of Jammu and Kashmir’s Shopian district.

A wreath-laying ceremony was held at Palam airport in Delhi which was attended by other top-ranking Army officials as well.

“The Army chief laid floral wreaths on the coffins carrying the mortal remains of Sepoy Gawai Sumedh Waman and Sepoy Ilayaraja P. as a mark of respect to them,” an army spokesperson said.

Five soldiers were injured in the gun battle on Saturday and had to be evacuated to the 92 Base Hospital of the Army for treatment where two of them succumbed to their injuries.

Waman, 25, who hailed from village Lonagra in Akola, Maharashtra, had joined the Army in 2011. He is survived by his parents, a brother and a sister.

Ilayaraja P, 25, hailed from Kandani village of Sivagangai district in Tamil Nadu and had joined the Army in 2012. He is survived by his parents, wife and sister.


The mortal remains of the two soldiers will be flown tomorrow to their native places where they would be laid to rest with full military honours.
