You are right on that account. Population density in Fertile plain like Bangladesh delta should be compared to the place with similar characteristics. On that account you should compare Bangladesh with Yangtze delta, Nile delta or Mekong delta or Rhine delta.For India you can compare BD's density with that of West Bengal, Bihar, Uttar Pradesh etc. You will see that BD's population density is not very atypical for a delta region.
