Taliban minister raises issue of refugee assets with FM Jilani during Pakistan visit

Afghanistan’s acting commerce minister met Foreign Minister Jalil Abbas Jilani in Islamabad this week to discuss trade and how the thousands of Afghan citizens Pakistan is expelling could take cash and other assets back to their homeland.

The visit took place less than a week after caretaker Prime Minister Anwaarul Haq Kakar pinned the recent surge in terrorist attacks on the Taliban government in Afghanistan while also calling it a reaction to the deportation drive.

He had said that despite reassurances from the Afghan government of taking action against terrorism, “no actions were taken against the anti-Pakistan groups”.

On the other hand, Taliban officials say militancy is an internal matter for Pakistan and have called on Islamabad to halt its deportation of Afghan citizens.

In a statement today, Afghanistan’s embassy in Islamabad said an Afghan delegation led by Taliban Acting Commerce Minister Haji Nooruddin Azizi met Jilani.

“Bilateral trade, especially the stranded goods of (Afghan) traders in Karachi port, smooth transfer of (Afghan) refugees’ properties to (Afghanistan) and related issues were discussed,” it added.

Afghan citizens returning to Afghanistan have said there are restrictions on the transfer of cash and property to Afghanistan from Pakistan, where many had built businesses and homes for decades.

Meanwhile, in a post on X (formerly Twitter), the Foreign Office said Jilani conveyed the message that: “Full potential for regional trade and connectivity can be harnessed with collective action against terrorism.”

Last month, the government set a Nov 1 start date for the expulsion of all undocumented immigrants, including hundreds of thousands of Afghans. It cited security reasons, brushing off calls to reconsider from the United Nations, rights groups and Western embassies.

Humanitarian organisations have raised alarm at the dire conditions many Afghans who have recently returned are facing with few resources as the cold winter season begins and say many are staying in crowded shelters near the border operated by NGOs and Taliban authorities.

The foreign office said the Taliban acting commerce minister would also undertake a trilateral meeting with representatives from Pakistan and Uzbekistan on Tuesday.

The agenda for the trilateral meeting was not clear, but the three countries have been working on plans for trade transit and railway connections between South and Central Asia that would cross through Afghanistan.

Govt reveals plan to expel documented immigrants

PESHAWAR/KARACHI/ ISLAMABAD: As a UNHCR team postponed its visit to district Khyber due to a purported threat alert, Pakistan announced its plan to deport registered Afghan immigrants as well after the forced repatriation of undocumented immigrants, with Balochistan caretaker minister Jan Achakzai saying the policy was in reaction to militants using Afghanistan as a launching pad to foment terrorism in the country.

On the other hand, Jamiat Ulema-i-Islam (JUI-F) chief Maulana Fazlur Rehman demanded the formation of a commission to deal with the issue of refugees, saying “unilateral decisions do not serve Pakistan or Afghanistan”.

At a press conference at the Karachi Press Club, the Balochistan caretaker information minister claimed the government would start the same campaign against those living with legal documents in the country in line with the “state’s decision”.

Though the caretakers lack the authority to make policy decisions, the minister claimed the deportation drive would not come to a halt after the elections due in February next year. “And no one should be mistaken. This is the decision of a ‘sovereign state’ to repatriate all illegal immigrants. So any political government comes to power after the elections, this process would continue. The new government would be bound to follow this policy,” he said.

The minister claimed terrorists were using the Afghan soil to target “our security forces and that is why we have decided to send illegal immigrants to their home countries”.

He add claimed six terrorists killed in Zhob last week were Afghan nationals. “With the new [Taliban] government set-up taking charge in Afghanistan two years ago, the incidents of terrorism in Pakistan have increased,” he said.

“The Balochistan government has so far blocked some 100,000 fake Computerised National Identity Cards (CNICs) in two districts of the province. Action would also be taken against officials found responsible for the issuance of fake CNICs to the illegal immigrants.”

Similarly, he said, some 20,000 fake CNICs had reportedly been blocked in Sindh.

“The FIA is fully collaborating with the provincial government in tracing out the whereabouts of illegal immigrants. So far, 80,000 illegal Afghan immigrants have been sent back from Balochistan and the process of deportation would be accelerated in coming days,” added Mr Achakzai.

‘Mishandling’

Meanwhile, talking to media in Islamabad, the JUI-F chief said Afghan refugees will have to ultimately leave Pakistan, but the “issue is being mishandled”.

“There should be a bilateral commission to discuss and resolve the issue between both countries.”

Mr Rehman said the interim Afghan government should have been taken on board before sending refugees back to their homeland.

In a reference to the spike in terror attacks after the Afghan Taliban’s rise to power, the JUI-F chief said as per his knowledge, the government in Kabul declared that cross-border attacks are not ‘jihad’.

“Afghan government got a fatwa (decree) from their religious leaders in this regard as well,” he added.

UNHCR visit cancelled

Officials of the United Nations High Commission for Refugees (UNHCR) cancelled a visit to Khyber district on Thursday in light of the threat a possible attack on government installations and other soft targets.

Sources said the interior ministry issued the alert and requested officials to notify the UNHCR team so that they could postpone the visit.

“Yes, a visit was scheduled for Thursday but it was cancelled due to the threat alert,” an official, involved in processing ‘illegal’ Afghan nationals’ for their repatriation to Afghanistan, told Dawn.

An official version from the UNHCR, on cancelling the scheduled visit, could not be obtained despite repeated attempts.

Repatriation continues

Meanwhile, voluntary repatriation of illegal Afghan nationals to their homeland continued on Thursday — nine days after the expiry of the deadline for voluntary repatriation on Oct 31.

On Thursday, 3,035 undocumented immigrants, including 785 men, 747 women, 1,468 children and 35 deportees, left the country for Afghanistan via Torkham border crossing.

In addition, 3,056 individuals departed for Afghanistan via Angoor Adda border crossing in South Waziristan.

As many as 197,652 immigrants — 14,683 families comprising 55,394 men, 42,921 women, and 98,098 children — have so far left for Afghanistan via KP borders since September 17.

Official documents read that 1,207 people were also deported.

Repatriation via three new border crossings starts

QUETTA: Repatriation of undocumented and illegal immigrants to Afghanistan started on Monday through the three new border crossing points opened in Balochistan.

The Pakistan government has opened these three new border crossing points between Pakistan and Afghanistan at Badini Shin Bandin, Qila Saifullah, Barbcha in Chagai and Noor Wahab in Noshki districts to accelerate the process of sending illegal foreigners to their countries.

Balochistan caretaker Minister for Information Jan Achakzai told a press conference here on Monday that with the opening of three new border crossing points the burden of illegal foreign refugees on the Chaman border crossing point will be eased.

He said that over 100,000 foreign nationals went back to Afghanistan via Chaman border. They reached the border town from different areas of Balochistan, Sindh, Karachi and parts of southern Punjab.

“Not only Afghan refugees are going back to Afghanistan but other illegal foreign nationals belonging to different nationalities and countries are also going back to their countries,” Mr Achakzai said. He said criticism of Afghan authorities for repatriation of undocumented and illegal Afghan immigrants is unjustified and no one would be allowed to stay in Pakistan illegally.

Referring to the fake ID cards issue, the minister said that around 250,000 fake identity cards have been issued in Balochistan and the matter is being investigated and those found guilty will face strict action.

“In Quetta alone around 50,000 fake identity cards have been blocked,” the minister said, adding that cards of Iranian nationals

have also been blocked in Makran division.
