JAKARTA (Reuters) - Asia needs a new military balance that is not led by one major power, Indonesia's top general told Reuters on Monday, as the region becomes increasingly concerned over China's rapid expansion in the South China Sea.

"There are significant changes in the stable and calm conditions that existed in the region a decade ago," military commander Moeldoko said at Indonesia's military headquarters.

"So everyone has an opinion that China is a threat to the neighborhood. The region needs a new balance."

As a result of heightening tensions in the region, Indonesia plans to upgrade its military forces in Natuna and Tanjung Datu, areas of the South China Sea near China's claims.

Moeldoko, who retires as military commander in July, wants to bring together the United States, Japan, China and Southeast Asian nations at a regional defense summit next year in the hopes of easing tensions.

China claims most of the potentially energy-rich South China Sea, disputed in parts with the Philippines, Vietnam, Malaysia, Brunei and Taiwan, and denies accusations its actions in its own territory are provocative.

Indonesia has only 12 F-16 and 16 Su-30 and they are located close to South China Sea where we may see conflict due to claims by a superpower. Indonesia can live in fantasy of progressive society but will have a rude awakening.

The meaning of new military balance is a powerful Indonesia in the future. It is what I can see from our government plan to double military spending in 2019. Between USA ( Japan/ South Korea/ Taiwan)+ some SEA countries and China rivalry in East Asia, there should be a country who stay neutral and ready to mediate any future conflict in the region. In order to be a respected mediator, Indonesia should not only come up as powerful nation economically, but also military.

You dont know many things in our region. Singapore water depend on Malaysia, and Singapore cheap energy (gas) depends on Indonesia (Riau province). And soldiers from rich city state like Singapore is different with soldiers from Indonesia who mostly comes from village with their tough life. The soul is different. All of our soldiers are professional ones, and Singapore mostly conscript (by force of a state)

It doesnt matter if Singapore has huge military, they feel insecure, but we have our own priority. Our military build up is just recently (since 2005). We must increase our military power step by step, in a clever way. There should be connection between military build up with economy and domestic defense industry.

For the mean time until 2024, USA will be able to balance the region, after that they cannot because China will be too powerful. So our responsibility is after 2024. We have plan to make 80 KFX/IFX during 2020's time.

Even the South Korean consider KFX/IFX second line of defense and have ordered F-35 as their main fighter. KFX/IFX is second line of defense similar in Pakistan's JF-17. We would have J-10C and stealthy J-31 by 2024 as first line of defense.

Again, you dont have any idea what is happening in our region ( Far East), South Korea acquire only 45 F-35, and they requires TOT for any body who want to win the tender. Today, Lockheed Martin has already joined KFX / IFX program and promise to give TOT for KFX program as a deal in F-35 acquisition.

KFX is meant to do against China STEALTH fighter and also possibility for North Korea to acquire Su 35. KFX is designed to be superior than Su 35 ( which is superior than F-35). And this statement comes form one of KFX/ IFX chief design from Indonesia.

Su-35 is not superior to the F35.

Su-35 is a souped up version of the Su-30MKI replacing may of the Israeli and European parts with Russian ones and minor design changes. It incorporates RCS reduction measures.

F-35 however is a 5th generation fighter which is built for being a VLO aircraft.

In short, F35 is superior to the Su-35.
