Are blasphemy laws applicable on Muslims if they disrespect someone else's religion ?

If a Muslim disrespect other's religion, can his killing be justified too as he had it coming ?

Or is it just one way street ?

No.Because under the Shariah each religious group has their own legal system.Historically Jews had their Halacha court when they lived in Islamic nations.A Jew can say whatever he wants about Islam and that would not be considered as blasphemy under Shariah.If he says anything against Judaism it will be blasphemy under Halakha and he will be punished under their law.Similarly if you lived in a society ruled by Shariah you will get to say anything against Islam and I will get to say anything against Hinduism(though it is not permissible by the Quran,there's no punishment for this).None of us will be punished.But the Quran speaks against any form of insult to other religions.
"And do not argue with the People of the Scripture except in a way that is best, except for those who commit injustice among them, and say, "We believe in that which has been revealed to us and revealed to you. And our God and your God is one; and we are Muslims [in submission] to Him."(Al Ankabut:46)
“And insult not those whom they (disbelievers) worship besides G-D, lest they insult G-D wrongfully without knowledge.” (Al An’am:108)

Now,the 'Blasphemy Law' does not exist either in the Quran or the Hadiths.It was introduced much later and it is not an universal law.What is blasphemy in Pakistan might not be considered so in Indonesia.What is considered to be blasphemy in Indonesia is not considered so in Malaysia.As long as there's no universal consensus from the scholars no law can be introduced to the Shariah.But there are some things that are considered to be blasphemy by all scholars(this goes only for Muslims).
1)Speaking ill of G-D,Islam or the prophet.2)Misportraying the forbidden as permissible.3)Invoking G-D's name in forbidden acts.According to the third law all Muslim suicide-bombers are blasphemers!

Ibn `Umar (May Allah be pleased with them) said: The Messenger of Allah said, "When a person calls his brother (in Islam) a disbeliever, one of them will certainly deserve the title. If the addressee is so as he has asserted, the disbelief of the man is confirmed, but if it is untrue, then it will revert to him.''
[Al-Bukhari and Muslim].

So it means if a 'muslim' calls another Muslim infidel and he is wrong then the 'muslim' becomes an infidel himself!

Yes, Muslim can't be atheist because Atheist don't believe in God. But calling half of the population (awami supporters) infidel is a bit extreme.
