the alligations will still be investigated by agaencies and decided by court..

That is the difference between Lokpal bill proposed by government and Anna's team.

Govt's Draft Lokpal Bill (2010) -- Lokpal will only be an Advisory Body with a role limited to forwarding reports to a "Competent Authority".

Jan Lokpal Bill (Citizen's Ombudsman Bill) -- Lokpal will have the power to initiate prosecution of anyone found guilty.

Please don't put sensex here. It gone down because of Europe Market which were down. Remember Harshad Mehta put stock market down. Scams take away Rs. 100, than it becomes 1000 in sensex and when scam comes in picture, all money is lost by general public.

all the systems against corruption already exists...
there are law , you can fill a compaint in polic or in court....
the only new thing in the draft is to inculde in PM and the court under the lokpal
after passing the bhushan's bill , you can make alligation against PMO or Court and bring the country to a hilt ....

Another point, All these law, agencies are controlled by government which is inturn controlled by these corrupt politicians. The Lokpal will be independent from government and out of the influence of politicians in power, so that iw can function better.

For ex, CBI is a powerful agency with lot of resource which can solve even very diffifult cases. But, it is functioning under government which can be severely influenced by politicians. Even if there is ample evidence against someone who is corrupt, CBI must get permission from the corresponding minister to file FIR against a goverment official or any politician. Do you think a minister will allow CBI to file an FIR against somebody in his department so easily?

i think the only deadlock over lokpal bill is the inclusion of PMO and court under lokpal..
rest i think both side agree..

i am against bring PMO and court iunder lokpal....

Again, it is not about just PM. According to government Lokpal bill, state and central ministers, MLA's, MP's, local body office bearers (including panchayath/municipality/corporation councilors), B, C and D grade state and central government officials, Judges, highways department, education department, environment department, public works department, judiciary..(the list is very big my friend) are all excluded from the jurisdiction of Lokpal.

So, who else is included in the Lokpal bill? Can you tell me somebody who is not falling under the above mentioned categories?

i will compromise on excluding PM from the list and even judges.....

I'am casting my vote, but nothing has changed till now. I want to elect atlease one honest person as MLA/MP from my constituency, but i donno whether it will come true in my life time. You know already what is going on in our country.

That is a pretty old draft. The new draft is different. Some key differences are:


Jurisdiction:

Government: The Lokpal could investigate a prime minister only once he or she leaves office, and also would have power to probe cabinet ministers, parliamentarians and senior bureaucrats, as well as bodies and trusts that receive public donations or government funds. While it isn’t stated explicitly, the bill could apply to many non-governmental organizations. The bill wouldn’t cover the judiciary; the government has proposed handling that through a separate Judicial Standards and Accountability Bill.

Hazare’s Team: The Lokpal would have powers over sitting or retired PMs, ministers, bureaucrats and the judiciary. [I am hearing that they may agree to keep judiciary outside the scope of Lokpal]

Powers:

Government: The Lokpal would have broad-ranging powers to collect documents from government agencies, but only the Home Ministry would be allowed to approve a phone tap in the course of an investigation.

Hazare’s Team: The Lokpal would have authority to order phone surveillance, in addition to other investigative powers.

Scope:

Government: The Lokpal would be limited to investigation of offenses under the 1988 Prevention of Corruption Act.

Hazare’s Team: The Lokpal would also tackle cases when government officials don’t provide promised services to the public – such as issuance of food ration cards – treating those as instances of corruption.

Whistleblower protection:

Government: No such provision in the Lokpal. A separate law to protect whistleblowers cleared the Cabinet a year ago and was later introduced in the lower house of Parliament, where it is now in committee.

Hazare’s Team: The Lokpal would be required to provide protection to whistleblowers.

You mean, you are against the lokpal being independent from government? Or, do you have any other recommendation?

Anna's team has carefully edited out the points that WSJ have raised. May be you should ask why?

Government is against live telecast or releasing video/audio of the drafting committe meetings. Why the government is trying hide everything from the people? What are they trying to hide?
