I think he can't differentiate natural calamity and man-made ones.
So you are saying flooding damage in China simply can't be stopped no matter what you do. There's no place to send excess water so you live with the damage year after year...and you keep on putting buildings in vulnerable areas because well there are no invulnerable areas so there's nothing you can do about it...no use even trying.
However if the US tries to put up a dam to stop damage by keeping river heights manageable..and the heavy rain waters top it and destroy it causing flooding in the area anyway..it is our fault for attempting a solution.
That's your definition of a man-made calamity vs a natural one.
