If you read the NY Times source you'll find that it is talking about Chinese BORN in China and Indians BORN in India, not total number of ETHNIC CHINESE and ETHNIC INDIANS as ETHNIC CHINESE includes people from the 19th century who went to build railroads, and not recent migrants.
