India's plan to lease a cutting-edge nuclear attack submarine to help obtain technical knowhow for an indigenous project has run aground, with Russia seen to be backing out of the deal for as yet unknown reasons.



Senior officials in Delhi and Moscow told ET that the plan to lease the Yasen-class attack submarine - two of which are in service with the Russian navy - is being reconsidered after fairly advanced talks on the project.


India was keen to acquire the latest Russian submarine so that it could participate in the construction of a new boat in Russia from scratch and give planners and designers in the navy here a rare peek into the building process of one of the most complex military systems in the world.


By being involved in the process from the beginning, India would have gained expertise for an indigenous project to produce six nuclear-powered attack submarines for the navy under a Rs 1-lakh-crore project that was cleared by the Modi government in February. Talks were at an advanced stage with NSA Ajit Doval, too, said to be involved.


However, ET has learnt that Russia is reconsidering the matter and has now offered India one of its older, Akula-class submarines on lease, similar to the Chakra II currently in service with the Indian navy on lease. "The plan now is to lease an attack submarine that is in service with the Russian navy. This submarine would be deeply modernised to meet Indian requirements," an official familiar with the developments told ET.


While the Indian navy has been taken aback with the development, efforts are still on to rescue the Yasen project, with planners said to be against the lease of older generation nuclear submarine from Russia. "We are hoping for a resolution and there is a possibility that this (the refusal) is a negotiating tactic. We have not closed hopes on the project yet," an Indian official told ET.


The circumstances behind the blockage are unclear, although sources point out that the funding for Yasen-class submarine could be an issue. Another issue could be Indian planners talking with French and US submarine builders.

Yes, Master the nuclear submarine technology by hook or cook. This technology has a strategic importance. We need to master it. It shall have a great deterrence role. If we can build sophisticated modern nuclear submarine than few will be enough to take care of old fleets and noisy submarines of our enemy.

Real issues is Russian don't want to Let go its biggest cash cow soon

They are realised the Indian nuclear developments
Nothing personal its pure business

There no other point because Russian are offered us their best technology in form of S400 and fifth gen fighters there is no other reason why they back out from this deal

Perhaps they realised Chinese example now seeing India is following same direction

It's not surprise that India buit its own indigenous N-sub within a decade of Akula induction into Navy.

Russians perhaps realised that India will soon left them like Chinese perhaps it time to take protective business measure's.

Maybe China has intervened politically in Moscow to stop this project. Is this possible?
 
India is asking for a customized Yasen I think.
Soon or later a bit expensive, these are going to be build for IN either in Russia or India.
 
At last a confirmation that India was talking about Yasen.. I am sure this measure may be related to our own SSN project also being formally sanctioned..

I think Russia is more unhappy with our not confirming order for FGFA.. The moment we pour our share and may be fnd approx 10bn $ plus with orders of 150 FGFA the whole viewpoint may change then..

All this seems to be there way of saying g first co firm FGFA then everything else

I think its more to do with we we seeking western help ,remember last month some russian backed site openly said so.

anyway our navy military planners are good, learning building/design technique from building a leased yaseen is a kickass idea.
 
Russia want India to balance china to some extend.
China getting too powerful is bad also for russia.

The days of China becoming rapidly powerful is over. The slide of Chinese economy has begun. With currnt economic model they could not progress anymore. India is rapidly building up its capability in all areas and soon become the factory of the world. Other small nations like vietnam shall also give china a good resistance and competition. On other hand Narendra Modi must stay 10 years to get the fruits of development to Indians. If Modi stays for 2 terms than China will be marginalized. We have surpassed china in missile technology and soon we shall surpass them in many other technologies and capabilities. Whole world is with us because of our impression as the peaceful nation. By 2020 chinese economy growth rate shall slide down to 4.9% while we shall have almost double growth rate. What we need to do is to take right steps in right direction in proper time frame. It is done currently. we need to continue that for 2 more decades.

India surpassed Chinese on missile tech!
 
Please pardon me if I'm being ignorant,but the talk was to purchase another Akula-II,not Yasen.In fact,I though "Talk on Yasen" was all BS,as we're in noposition to buy their newest subs.IN wanted another Akula-II,thats for sure.
 
India needs to develop its own technical know-hows by hook or crook(as one member aptly puts it above)。
 
Don't ask me for a source, but Russia has said the same about 5 months before. They are ready to transfer 2 modernised Akulas and 1 new hull , basically an akula with Yansen technologies.

They have conveyed that they are ready to built a customised SSN having Yansen capabilities, but not ready to give a Yansen M right now.
The person said he doesn't knew the reason but speculated that the M version is having a lot of technologies from Borei SSBN and Russians are not comfortable providing it to India now, especially after India has emerged more neutral.

And mark my sentence , this one. If at all the deal happens, we will get a refurbished Akula, not necessarily K322, but others may be k419 hull. And 1 new hull which will be a customised ( downgraded) Yansen.
