As @Foinikas said there is not much difference meaning there is almost parity between them except Algeria being slightly ahead of Morocco as it stands. Also their defense budget is 10B not 6 atleast not anymore. They have been spending alot. You would like to make yourself believe that there is big parity or what not that is just not realistic on the ground.

It's now official. In its crisis with Morocco, Algeria rejects all Arab mediation. His foreign minister made this clear to his Arab League counterparts at a ministerial meeting in Cairo, which in principle was devoted to the Palestinian cause.

"The issue of severing diplomatic relations with Morocco is not and will not be included in the agenda of the ministerial meeting [of the Arab League, note]. The decision to sever diplomatic relations is not the subject of discussion or deliberation as a sovereign, final and irreversible decision, ”Ramtane Lamamra insisted.

The exception is the sultanate of Morocco that had collaborated with Spanish and French foreign powers at the detriment of the Moroccan people, and therefore remained until today a protectorate of France.

Diplomatic ties between the two countries Algeria and Morocco were previously cut off for 12 years between 1976 and 1988, when at last Hassan 2 of Morocco went back begging to restore the ties.

Today is different. Only a Moroccan Republic will be the solution to bring together the countries of North Africa.

The other option is Morocco's complete isolation in North Africa. Algeria is the engine that drives the whole region, and Israel's ally Morocco will never be allowed participation in regional affairs, such as in the Aug 31 recent Libya meeting.
