Im really baffled... I can see him fitting in sindh/karachi.
But Lahore? Thats quite a feat. And everyone speaks punjabi in lahore. No one was on to him??
My guess is he told people he was bangali. He does looks bangali. There are some bangali's still in Pakistan.
He has to be exaggerating his story.

There are only 4 possibilities. Both Doval & ISI smart, both dumb, D smart ISI dumb, D dumb ISI smart.
Both smart & not caught would mean, ISI took money from Doval
Both dumb would mean this would never have happened, so not a valid h.t
D smart, ISI dumb - a whole outfit being dumb is unlikely, so this theory is <50%
D dumb ISI smart would have meant he was caught which didn't happen this is <20%
Of the lot the most likely is both very smart. Which means Doval managed to buy them.
