Air Force senior intelligence officer: Russia is using “dumb bombs” in its Syria airstrikes

The U.S. Air Force’s senior intelligence officer said Thursday that Russia lacked precision-guided weapons for its bombing campaign in Syria and would likely inflict substantial civilian casualties as a result.

Lt. Gen. Robert P. Otto, the Air Force’s deputy chief of staff for intelligence, surveillance and reconnaissance, told reporters in Washington that it appeared the Russian forces were using “dumb bombs” instead of weapons guided by lasers or satellites. The Russian air strike campaign began Wednesday in areas north of the city of Homs that are controlled by anti-government rebels.

“To me, it was representative of what you’d expect from dumb bombs, being dropped from airplanes at medium altitudes, which is not that impressive,” Otto told journalists from the Defense Writers Group.

Syrian opposition groups have charged that the first day of Russian air strikes killed 36 civilians, including children. Russian officials have denied it, but Otto suggested that Russia’s tactics would invariably result in civilian casualties and trigger a backlash against the Kremlin.

“I think precision matters,” he said. “If they approach this with indiscriminate bombing, then I think it’s going to create second or third effects for them.”

In contrast, Otto said the U.S. military and its allies have been exceptionally cautious in selecting targets in Syria and Iraq, to the point of slowing down their campaign of airstrikes until they can be sure that no civilians are present. In addition to using guided weapons, the U.S.-led coalition relies heavily on drones and other surveillance aircraft to observe potential targets before approval is given to strike.

“Our approach has been to be very cautious with the application of force,” he said. “If at the end of the day you inadvertently kill innocent men, women and children, then there’s a backlash from that. And so we might kill three, and create 10 terrorists.”

Although Obama administration officials have said there is room for Russia to join their military coalition against Islamic State, Otto made clear that he didn’t see much potential for the two adversaries to collaborate beyond working to ensure that they don’t inadvertently run into each other in the skies over Syria.

“I’d be hard pressed to think of what intelligence I’d want to share with the Russians at this point,” he said. “Speaking just for myself, I have a low level of trust with the Russians.”

How does this justify using dumb bombs?

Sounds like you don't actually care about civilian casualties, but instead are only looking to take potshots at the US.

We are there to achieve our objectives. Collateral damage like civilian deaths does not concern us. Everything that stands in our way of our objectives will be neutralized. That includes human shields.

Also we will not justify anything to you. You will only be notified of any important developments. Nothing more.

The rest of your post is just stupid. Russia won't achieve shit using dumb weaponry and a force of that size.

The world already knew when we killed our own civilians rather than negotiating with terrorists.

Sounds like you don't actually care about civilian casualties, but instead are only looking to take potshots at the US.
US closes its eyes to devastating bombings of yemeni civilians by its allies using US made precious munitions. Now they are concerned of Russian air force usage of unguided bombs for targeting terrorists in Syria.
They said the same thing when Iran bombed ISIL in Iraq.

@Saif al-Arab Massive civilian causalities in Yemen is not some thing that you can hide or deny.

There's no smart bombs in the soviet junk arsenal. Asshead is a burned card, their air strikes won't make any difference.
