Dude certainly and obviously it's not related to the sanctions, on contrary it's utterly rooted in a specific type of school of thought within Iran that believes as far as no one is immaculate and innocent enough to guide and shepherd ordinary folks and whilst latest Imam's arrival hasn't taken place yet a separation btw religion and state is inevitable, they'd been active before revolution and even opposed it to some extend, but the theocracy seekers have been always stronger and had more supporters so they've got the power.
