A package is a temporary fix. Similar package was given by Gen Musharaf. Few things happened which later had minimal effect

There needs to be a permanent solution to this problem. A separate ADMINISTRATIVE UNIT / ENTITY for Karachi WITH the development funds coming in directly from the NFC award PERMANENTLY.

Karachi should ONLY be answerable to Islamabad.

Who told you it can be done on the ground easily. PPP will never let anything happen. I am very pessimistic about this as well unless NDMA or a federal authority takes control of these funds and projects.
