Prime Minister Shinzo Abe called on Monday for immediate reform of the United Nations and expressed Japan’s aspiration to become a permanent member of the U.N. Security Council.

“As for reforming the Security Council, it is no longer time to discuss. Now it is time for us to produce concrete results,” Abe told a symposium at the United Nations University in Tokyo to commemorate the 70th anniversary of the founding of the world body.

“With pride quietly in mind at having built up a record of one achievement after another, Japan stands ready to take on the role of a permanent member of the Security Council. This is how Japan has been until now, and how it will continue to be into the future,” he said.

With this year marking the 70th anniversary of the end of World War II, Abe said, “While feeling deep remorse regarding the war, we have dedicated our postwar development to building a country liberal and democratic, which upholds human rights and the rule of law.

“Our goal has always been to grow as a country that is able to contribute to the peace, growth and the prosperity of the Asia-Pacific region and the world,” he said.

Abe underlined that “cooperation and collaboration with the United Nations comprise the very essence” of his policy of “proactive contribution to peace” based on the principle of international cooperation.

U.N. Secretary General Ban Ki-moon was among participants at the symposium.

In collaboration with Brazil, Germany and India, Japan is calling for expanding the number of both permanent and nonpermanent members of the 15-member Security Council so it can better represent the realities of the international community of the 21st century.

As part of Japan’s contribution to the United Nations, Abe referred to more than $20 billion in the cumulative total paid to the world body and financial contributions to peacekeeping operations that Japan has shouldered, as well as $324.9 billion in development assistance it has extended.

Citing the 70th anniversary this year of the United Nations’ founding and the 60th anniversary next year of Japan’s accession to the world body, Abe said his government will make the two years as “years for taking concrete actions.”

As the world faces cross-border challenges such as extremism, terrorism, nuclear proliferation, climate change and infectious diseases, as well as human security issues such as public health, education and women’s empowerment, Abe said, “We must not be divided. The nations must stand even more united.”

Abe said Japan will host a high-level seminar in June to promote peace building, national reconciliation and democratization in Asia.

“To dispel hatred and promote reconciliation, Japanese diplomacy has made modest but continuous efforts in Mindanao in the Philippines or in Sri Lanka,” he said. “The seminar will have Asian countries each bringing their own experiences in these areas, and the venue will be right here at the U.N. University.”

need a U.N peace council as an alternative for peaceful countries like Japan who use charity and development rather than force.

Japan deserves to be there .... They truly represents the voice of Asia n has been consistent on adopting the post world war policies...

This is outdated. China is the 6th largest contributor to the UN.

Anyway, I'm not vehemently opposed to adamantly opposed to Japan's membership, or any of the other G4 members. But they cannot demand to unilaterally sidestep the concerns of the Coffee Club:

Japan, India, Germany and Brazil must be able to come to a consensus with South Korea, Indonesia, Pakistan, Italy, Argentina, etc. why they should be elevated into a position of special privileges, at the expense of their peers and diplomatic equals. They cannot unilaterally change the status quo and usurp and prejudice the rights of the Coffee Club countries.

The world will become more unstable if one more US's dog become permanent member of UNSC. Only India is available for that seat.
In contrast with India, Japan is more capable, for world's 3rd economy, higher technology and in quality stronger millitary force, also a much better international figure plus US's support. But the only and fatal block is that China will never accept it. But I agree it would be more troublesome if Japan succeed to join USNC, because UN would be noiser since Japan, two Koreas and China will have more quarrels over some topics.

JP got tech transfer from US while India dont. If India can get some good tech transfer, I'm sure that India will become as strong as any powerful nations in the world.

India is an independence nation while JP is an US's "yes man"., JP vote in UNSC only bring benefit to US.

I disagree. This would let the US tag team with Japan. For example, an issue is too controversial US to veto. US pretends to be good guy, Japan plays bad guy. Therefore, India is much more qualified since they lack alignment.

In Soviet period India got very strong support from USSR, especially millitarily. Like Mig-21, what we got was incomplete files and there were many deliberate errors in given files, and no instruction from USSR's experts. Meanwhile, USSR sent experts to India, and complete materials, but what's the result? India's Mig-21s turned all flying coffins while our J-7 became international weaponary-trade star. In many aspects USSR gives much more help to India rather than China, but India didn't do it well.
The advantage of India is its independence and nuclear capability, and its potential to be next world market, so no power wants to really annoy India, but it doesn't mean that they'd support India's entering, for India won't simply say yes for other power.

The question is if India can make it, then Africa, South America will also require one. How to cater for them? India always label itself as the presentative of the third world, so it must give some room for the two.

Well if Japan kick out the US forces, that may be a different story. Guess not happening in the short term.

They can't get rid of US without external force. US controls Japan not only millitarily, but in all aspects.

I think we can all agree that Germany deserves a spot.
Germany is the one really in favor of peace. But Europeans still don't want it.....
