Abducted Chinese nationals were 'preaching' in Quetta, Nisar told

Two Chinese nationals abducted from Quetta last month were involved in preaching instead of business activities — their declared purpose for visiting Pakistan — Interior Minister Chaudhry Nisar was informed in a high level meeting today.

Lee Zing Yang, 24, and Meng Li Si, 26, were abducted from Jinnah Town Quetta on May 24 and later murdered by the militant Islamic State.

It was not immediately clear what the interior ministry suspected them of 'preaching'.

The interior ministry confirmed the two Chinese had been killed but it was not clear if their bodies have been found.

After the briefing, the Interior Minister ordered an initial review, followed by regulation and the streamlining of the visa process to avoid the misuse of business visas by foreign nationals.

The interior minister was told that the abductees had gone to Quetta and were engaged in preaching under the garb of learning Urdu from a Korean national, Juan Won Seo, who is the owner of ARK Info Tech.

The minister was informed that the two were part of a group of Chinese citizens who obtained business visas from the Pakistani Embassy in Beijing and entered Pakistan.

Nisar expressed his displeasure at the laxity often shown in granting visas by Pakistani missions abroad. He directed all Pakistani missions to undertake proper scrutiny of visa application forms and acquire all necessary details before exercising their powers.

Nisar directed the Ministry of Foreign Affairs be taken on board and their input be included while formulating new visa policy guidelines for issuance of visas to the foreigners on various visa categories.

At present, Chinese citizens are able to obtain visas faster than other nationals, and for longer periods when their work relates to CPEC projects.

He also called for a data bank of Chinese nationals present in the country to be maintained.

This data bank, to be prepared by National Database Registration Authority (Nadra), should be shared with all security agencies, ordered the minister in the meeting, which was attended by the secretary interior, advocate general, director general of immigration and passports, the deputy chairman Nadra and others.

The minister also said that ensuring the security of foreign nationals is a shared responsibility and that the Pakistani government was doing its bit to secure foreigners.

However, he was quick to point out that the visitors held some responsibility as well, and should inform local authorities about their movements and activities.

The minister observed that it is "highly unfortunate that a misuse of the terms of business visa contributed to the unfortunate abduction and subsequent murder of two innocent Chinese".

Right now I would be proud of the man who hanged Chaudhry Nisar. I am extremely angry with he. He is trying to shift blame onto the victim, very much like a rapist says the woman was wearing revealing clothes or a murderer makes all sorts of excuses. In fact there is no difference between the Sharif boot licker and a rapist or murderer. He may act all nationalistic but I have never seen anything that says so. Here he is trying to sabotage Pak China relations. The death of any foreigner is a disaster in your country. Does he know the rules China has for those who even rob foreigners in China?

Does he know what a blunder the kidnap was for the repute of Pakistan? Chinese have done a huge thing for Pakistan with CPEC. Their interests of course are involved but this is a huge thing for us. Also a lot of Quettan's are saying Indian links are involved but as usual not a word about that while baba USA that used us and abandoned us and is now actively siding with India, thats even more of a no go area.

Imagine the Chinese reaction if a Pakistani national visits China for "preaching".

First of all it is worrisome, this dispute between China and Turkey. You should work together as even though the application is different you are both secular states. Being stuck up on the fate of Turkic people in the region or China's policies against muslims (We all know America's are far worse and we are their allies for the sake of survival-in Pakistan's case we are moving to China for the same reason-survival). Please don't take this the wrong way brother, I love Turkey, have been there but I am a known critic of all country policies including the one I am living in even though a guy once threatened me on this very site citing it as one of the reasons and even though I believe in nationalism for Pakistan I believe that the subject of nationalism is subjective and everyone has a different view of the nationalist best policy. People usually take criticism very wrongly in muslim society even though it can help better society.

Trust me, I follow a process of analyze and criticize rather than just believing otherwise I would have been fooled like the other Pakistanis by Nisar's comments. As you know in our country the mutawwa's don't like to think objectively and are too haughty in their belief of righteousness to think about fair play. This is evident from the fact that not one Pakistani person here analyzed carefully and criticized Nisar. The key to this is that the Chinese nationals were "preaching" and thus there is no question to be asked, it automatically makes them bad and evil. It is a shrewd work by Nisar to fool the gullible Pakistani masses.

Second that's beyond the point if at all they were preaching. First of all this is a very planned political move to make us look better at the expense of our Chinese brothers. The Chinese were teachers, not preachers and no evidence suggests so. Second Nisar is planning to make the interior ministry and all under them the mutawwa's of Chinese citizens in Pakistan. I mean even an idiot like Nisar can most likely see that this is going too far and in the name of security (and preaching our religion is right but another religion wrong) we are victimizing the Chinese. I will write further about this in a new thread for this discussion but the basic principle of tourism is to give your tourists/foreign residents freedom and the more you give it the more they are likely to return home happy or tell others about their positive experience, even poor country's like Azerbaijan realize this and absolute monarchies like Qatar and UAE too have very liberal rules for tourists. However this is not only stifling their tourist freedom, like going to bars and nightclubs, but also their every move, every step is going to be monitored. Americans who have the most notorious spying operations don't have the same monitoring and are let in even possibly without visas. Raymond Davis anyone? Rehman Malik and Yousuf Raza Gillani even gave them the Nadra database which I know how it can be used. It gives foreign intelligence agencies an entire database of Pakistani citizens, including military officials and other important people. Very useful for spying operations and of course stupid because if we ask for US database of citizens we will get a slap on our face. Coming back. Also what is wrong with preaching even if they were indeed preaching? Pakistani mullahs preach in Hindu Tharparkar and other border areas of Sindh, they preach in christian neighborhoods and mullahs in mosques charge up crowds and demand their adherents to even convert by force. Can Christians do the same thing in our country?

Also to put things in perspective Turkey recently gave citizenship to around 200 Syrian Christians and settled them in an area of Turkey. Its a similar case to that. Turkey adopted a democratic and mostly secular setup despite a lot of problems that pop their head today there but the good thing is in your country you do not concern yourself with things like this. Chaudhry Nisar's comments are nothing but face saving measures.

Furthermore does it absolve the ISIS dogs who kidnapped them or are they the new heroes of our country? I mean this has completely shifted attention from the fact that ISIS has again targeted a country has done nothing whatsoever to them or global muslim goals whatsoever.

Pakistanis I want to debate this. Why are there so few comments on what Nisar said. Is the only topic of interest to you how the Indian Hindus treat muslims there? Because nowadays we get no threads other than that and most of our attention is fixed on it that we forget whats going on closer to home.

Of course even completely neutral assessments and even those completely about a Pakistani interior minister and his handling of Chinese in the country that possibly concern no other country other than China and Pakistan (unless India kidnapped the Chinese ad is in collusion with Nisar to make Pakistan look bad and spoil our relations) an Indian has to dictate to us.

Why do you dispute China has indeed done a big thing for Pakistan. True their own interests are involved but I don't see a single thing any country, including India has done, that is merely charity without gaining anything in return. Isn't Chabahar part of a plan to encircle Pakistan and challenge Gwadar, or do you believe you have some special sympathy for Iran? Your own country as a hegemon in the region too is part of the same process. Please don't act like you are the noble ones in the region after butchering my people and others in Lucknow and not even allowing the world to investigate what you did.

And do note Pakistan and China's friendship and trust was a major part of CPEC becoming a reality. This couldn't have happened otherwise. China knew about the terrorism situation in Pakistan and the lack of safety for foreigners which itself would be the reason to be wary of any such deal. Past trust and friendly relations always play a major role in the deals of the future.

Pak can mortgage itself & generations that follow. We all feel upbeat when a loan is approved. It's the ' payback' that plays hell. Why should it bother me , suits us actually. Chinese may well be walking into a situation that will suit 'lots ' of people.

This is true to some extent because I have some friends in balochistan university who said that some Koreans group are present in university who distribute bible to the students , anyway, I belive it's freedom of religion and the ordinary people has took it as form of religious freedom . They don't stop them or assault them . They welcome them with heart .

Nisar isn't trying to shift blame on the Chinese killed he's only telling details and correcting the media About the details provided . He's right to extent that the international people in pakistan must provide their purpose so state keeps their record and provide them safety . He and I still condemn the kiling , their killing is unjustified . They're still our iron brothers , their blood is still remembered of our friendship , in sha Allah they'll get justice
