Brain dead means basically dead.

I seriously doubt whether heart will be taken out of brain dead patient. Brain dead is vegetative stage and there are lot of cases where patient thought to be brain dead have recovered. I think before they take out vital organs, they remove any life support and let the patient expire.

It's stupid to let foreign nationals avail the Indian donor list for transplants as this reduces vital organs from being available to Indian patients. Sure, foreign citizens are placed at the bottom of most priority lists but money can rectify that hurdle in a hurry.

While I have no qualms about Pakistanis and other foreigners receiving medical treatment in India, they certainly shouldn't be considered as viable candidates for receiving organs.
