Iran has vast territory with a population density of only 48.58 per sq km.
A tiny patch of land given up for a new Zoroastrian state wouldn't have much of an effect on Iran's economy, military or political power. But it would mean a lot for Zoroastrians - a country that can represent their ancient civilization, culture, preserve their way of life and prevent them going extinct.
Apart from the few native Zoroastrians, all the Parsis from India and Pakistan can reverse migrate to the new state and help create a viable state.
