It would be suicidal for Pakistan to ramp up terrorist infrastructure again. And to pump up militancy in India, Pakistan has to do that. Harder to do with US watching everything over you, and drone strikes continuing after 2014.

Secondly, India has used the period of relative peace very well. The troops have better gear, fencing has improved, technology has been deployed. It is today harder to infiltrate than it was in the last decade.

Thirdly, nowadays Pakistan has had a new realization that sponsoring terrorism can bite you back in the a$$. They are unlikely to delve into it as deeply as they did before.
