One can blame policies, refugees, and foriegn hands and conspiracies to their heart's content. But even you will agree that there is quite a diverse and cultural mix of groups in pakistan that has its own links go extremist groups. Let me give you some examples..
why is imran khan called taliban khan?
Why is altaf hussein called a terrorist ring master?
Why is nawaz called the supporter of LEJ and LET?
why is the isi and pa called backers, creators and supporters of the Afghan Taliban?
Why are the Shias in pakistan blamed for supporting shia militant groups and the Jamaatis and the other hard line maulvi parties called ardent supporters of wahaabi, takfiri and salafi groups? Why is terrorists like hafiz sayeed, lakhvi, mohd hafiz and the other kashmiri terrorist groups openly advocating jihad and training and sending terrorists across?
There are multiple elements in pakiStan which links up to one or the other terrorist groups, so one cannot call them all state actors, but one can safely say that someone or the other is supporting them in pakistan.
