here let me give you my observation for a country like Pakistan which is quite diverse in terms of culture and religious sects too.

A country with a population of over 200 mn and inflation rate of 24.9% where unemployment levels are high with security issues and terrorism rampant, You will find smuggling is the easiest way to earn money.
Secondly, thanks to Irans and Arabs supporting their ideologies through madrassah, you can see its a battle ground for them.
