Sindh is responsible for all the spending. It can spend money in their province as they want to. If they say we will spend 80% on development and 2% on health and education. Fed can not do sh!t .. It's good - But government should bring strict control on Housing Societies which are growing like mushroom - Developers and Builder must take approval of housing society / town plan before buying land. We should go for vertical expansion instead of horizontal, housing society / town must have 40% green area with plantation local to environment, wide roads and streets etc.. converting agriculture land to any other purpose without approval and proper justification should be banned. Otherwise we will destroy fertile lands and have to continue firefighting.
