Pakistan Does not need new power plants
what it needs to do is make proper utilization of its installed capacity and it will no longer have power outages
India's Installed capacity is estimated at 220 GW compared to Pakistan's 23.5 GW
But India is able to use 80% of its installed capacity while pakistan only uses 55% of its installed capacity
if Pakistan has similar utilization as India, then it will not have any powercuts

those plants were setup in 90s, at that time we had a huge amount of surpass gas plus oil was very cheap.
what happened in 2000s is that due to huge eating up of gas by CNG sector, industry and doemstic as well as fertilizer coupled with poor exploration we become gas short.
now we dont have enough gas and gas import is zero. if we run them on oil, it becomes too expensive especially since 20% electricity is stolen.

As explained by others, Pakistan don't have money to pay for electricity generated by oil. Already Pakistan losses around $4 billion every year because of subsidies.

Only by end of 2017 Pakistan will take advantage of installed capacity. Hydropower projects of 4000mw will be completed by then plus at least 6x660mw coal based power plants. There are other projects as well like 1000mw solar which will be completed in 3 years.

The World Bank, the IMF and many Western and Chinese institutes are putting in billion per the trust installed by your current government......you'll see a bunch of more projects finishing up in the next 10 t0 24 months.
