Not true. And not only this, whatever india produces locally, Indian design and construct is well below international standards.
You are right about the low construction standard of Indian companies. But, you cannot say all are that low grade. There are many good companies also there.
By the way, construction companies just cannot put some steel/concrete members arbitrarily to build infrastructures. It is the design/consulting companies who do hundreds/thousands of pages of design analysis and create thousands of drawings, based on which the construction companies build the structures.
When India built Farakka and other 53 barrages around Bangladesh, its govt did not beg foreign money either for design or for construction. Its local companies did all these difficult things by their own efforts.
How about BD? It is begging all over the world instead of making efforts to learn from others the methods of performing design and construction. So, like it or not, there is a big difference between the approaches of the two counties.
When Indian engineering companies know the very basic things, BD ones lack them and the govt systematically begs for foreign money and construction knowhow.
We are only following the bad Pakistani examples after the end of Ayub Khan era. Pakistan is suffering after it built many fancy projects with foreign money, and BD will shortly start suffering in the same way. BD will have to pay back the arrear by asking for more loan in a bad cyclic order that Pakistan is doing.
There is no substitute for self-reliance, and there is no short-cut route to develop which neither the GoB or PDF members of BD really understand, unfortunately.
