That is because the structure is different and there are many more position’s including joint and reserve ones which are occupied. These are staff offices which do not roll up directly into combat commands.

Infact, this time frame there are a disproportionate number of US 2 stars up in all their branches and they recognize that(let any Pakistani military admit its staff structure is out of balance)

The current 4 stars in the US Army are at the following posts

Joint posts shared with other services and commands personell from those services
Chairman Joint Chiefs
Centcom
Cybercom -
EUcom
Southcom
Spacecom
SOCOM
National Guard Bureau

US Army specific post
6 including service chief and other commands.

So even though the number of O-10 rank officers is 10 - because they are unlike Pakistan not supreme leader in the COAS and the US has commands worldwide in different theaters the 4 stars are actually deputed out to these joint posts.

Total number of O-8 and above ranks for US Amy is 16 4-stars, 47 3-stars and 102 2-stars.
These are distributed between 11 global combat commands and numerous domestic posts including Pentagon staff positions.

Where Pakistan has 2 4-stars, 30 3-stars and 197 2-stars which go over 9 HQ Command posts and 10 corps posts for 3 stars(dont know where the rest go). The remaining commands can all be handled by 2- stars so some 20+ excess 3 stars are hanging around(What the excess 2 stars are doing is another question?)

So while there are more 4 stars in the US military, the nature of the force itself and the supremacy of the civilian rule means those 4 stars aren’t all subservient to the COAS but are infact general officers working in command posts throughout the world.

What are all these general officers in Pakistan doing for a country whose land mass is smaller than Texas and while fielding a 500000 plus enlisted force - isn’t exactly sure on the enlisted to officer ratio especially when senior staff officers are considered
