Said it before will say it again, evacuation is required for outstanding civilians... we did that when we lost civilians also. Add the sums it works out for the best.

Seriously, the Indian PM has no plan about Pakistan but visceral hate borne from his Hindutva ideology. By firing at LoC India will not get Kashmir or Pakistan will not back out of backing legitimate resistance of Kashmiris against Indian occupation.
