Most likely beef. Lamb isn't very popular in Pakistan but mutton is. I believe people in Pakistan prefer mutton over beef if they can afford it. Mutton is more expensive.

As for the sauce it is a popular condiment for a variety of dishes
It depends where you are; on the western side; it is sheep which is preferred. Sistan/Balochistan/Afghanistan - that is sheep preference.

We make here with green coriander, lemon juice + dash of vinegar, green fresh garlic, 4 peri-peri and add salt. put in blender and voila.

Will be making fresh biltong this weekend. 10 kgs. jrrr; a long process but it is perfect weather right now for drying outside in the sun.

The internal patty is called Shami kebab.
Mostly cooked meat with lentils and spices and vegetables. Later they are mixed in grinder or mixed with hand, and made a patty. Usually they use chicken. Mind you these shops use very little. But in our homes it is a common dish which is properly made.
These stalls see it from their business perspective, they save any penny they can. Maybe they put in chicken cubes or powder and no chicken at all. It up-to them. The taste is OK.
But I have stopped eating them due to hygiene.

If you come to Lahore side, you find more mayo and ketchup and more thick egg but no green sauce and onions as in Karachi.
So the basic things is bun and kebab. Any one can add anything.

The shami kebab inside them can be beef,chicken,mutton or even vegan :D

You got is exactly right.
Shami do means ' from sham' (which is a name for Syria) .
I have found nothing like Shami kebab is Syria.
But I have done only half hearted research.lol
It can be like that, someone from Syria might have come in subcontinent and invented these kebabs, so they may be named after him. Or a person who frequently visit Syria, invented and named them. Lol
There might be thousand reasons why they are named Shami kebab lol.

My grandmother has this tradition of always having frozen home made Shami kebabs . My mother continue her tradition.
We always make them in large quantity and freeze them in fridge. Very healthy snack if you are hungry. After frying just spread it between toasts. Put some mayonise, ketchup, mustard sauce. Grill and you have easiest and tasty power-packed sandwich ready in minutes.
I have not cooked them. But I love cooking and I have seen my mother cooking them. So I think I can cook them. But I am really an exception. Most Pakistani men think they are entitled not to cook.
I am more interested in baking, Chinese food etc which my mother doesn't make.
