Let me remind you how this thread started, you posted the 31% figure for Bangladesh and the you put the 41.6% for India to compare it and was being all smug about it. If you didn't unnecessarily drag India into this, no one would have bothered you.
-- Firstly, 2011 Human development report 2011, did not have the 31% figure. It uses the latest BPL rate from between 2000-2009, which was 49.6% for Bangladesh and 41.6% for India.
-- So find me UNDP news release/ report for the latest BPL figures for both India and Bangladesh and then compare, if you must compare at all.

If you are so keen on comparing the poverty levels,
Compare the,
<$1.25 PPP per day, India(41.6%, 2009), Bangladesh (49.6%, 2009)
Or compare the national poverty line.
tldr, that 31% figure is not for below $1.25 PPP/day. Its your national upper poverty line.
