No, they don't.It's just that Telephone infrastructure in Pakistan is not good so you sometimes don't get good speeds.Make sure there is no distortion in your telephone if you are using dsl.I recently replaced my telephone cable with fiber optic cable and my seed is much better now and my ping rate improved too.

This is a problem in UK as well. They advertize 8mb but the download speeds never exceed 300KBs> The small print always mentions that it depends on the line that one has and the distance from the station.
