Mr Shukla should realize that you dont just dump equipment and men out of nowhere and call it corps to begin reorganization.
The formation will allow SOPs to be put in place, plans rehearsed and so on. In essence, it will allow the skeleton to form up. New equipment(helos, arty and so on) can be added on and merged into the doctrine of this corps and it will adapt and evolve around it. However, to expect new equipment, men from here and there to be suddenly thrown in without practice and organization is to invite the very disaster. The raising of a new corps is not the issue, its streamlining may be. What is essentially an Indian Army wide problem of loose expenditures is being dumped on a new corps for reasons not clear in this article.
