İt's a warning sphere. Aviation obstruction marking spheres are designed to make electricity transmission lines, especially cross river high voltage transmission lines visible for aircraft pilots.

Yes, basically like blinking red lights on top of tall buildings.

In 2007 or 2008 , TEIAS(Turkish power transmission company) and Army aviation stuff met after a crash like this. And then TEIAS put these warning sphere on Power transmission lines where intersection of helicopter flying ways and transmission lines. And peak of power transmission pylons were painted with reflecting paint. But now again A helicopter hit a transmission line.
