There's that and the fact that Pakistan still exercises some influence over the Pushtun population on the Afghan side as well. If the civilians get hit a lot, we lose that leverage. Plus its not entirely ethical, a banana republic like Afghanistan can hit civilians because they're seen as savages anyway, we don't have the best image globally either but we can at least try to keep it from deteriorating further.
