Confirmed: Turkey to Modernize Pakistan’s Attack Submarine Fleet

Turkish state-owned defense contractor STM has won a contract for the mid-life upgrade of three Agosta 90B-class (aka Khalid-class) diesel-electric attack submarines equipped with air-independent propulsion systems currently in service with the Pakistan Navy, a June 22 STM press statement reveals.

The deal was inked on June 22 in the Pakistani city of Rawalpindi between Pakistan’s Ministry of Defense Production and STM. Officials from the embassy of Pakistan in Turkey and the Turkish Undersecretariat for Defense Industries were also present.

The announcement of the contract award came three weeks after Turkish Defense Minister Fikri Işık and his Pakistani counterpart, Khawaja Muhammad Asif, met on June 3 in Islamabad to discuss bilateral defense relations, including the potential deal (See: “Will Turkey Modernize Pakistan’s Attack Submarine Fleet?”). Yesterday’s announcement confirms that French shipbuilder Direction des Constructions Navales Services (DCNS), the company which originally built the Agosta 90B-class, has failed in its bid to modernize the boats.

“As part of the project regarding the modernization of class ‘Agosta 90B’ submarines; STM entered a long, compelling competitive evaluation process with French DCNS Shipyard which undertook the designing and production operations for the aforementioned submarines,” according to the press statement. “After a tendering process beginning on April 16, STM was found to be technically and commercially superior and was selected as the main contractor to sign the contract.”

The contract covers the modernization of three submarines, although only the upgrade of one boat is confirmed; the other two are on an optional basis for now. The overhaul of the subs will take place at a local shipyard in Pakistan—probably at the new Submarine Rebuild Complex (SRC) facility at Jinnah Naval Base, west of Karachi.

The first submarine is expected to return to service in four to five months. “The other submarines are estimated to be modernized with one year in between the modernization of each,” according to the press release. No specific technical details of the modernization plans have been revealed so far. As I noted earlier this month:

Some Pakistani defense analysts have speculated that the upgrade could entail the modernization of the Khalid-class submarines’ combat management system, by, for example, Turkish defense contractor Havelsan, who has successfully developed a combat management system for the Turkish Navy’s submarine fleet — primarily consisting of variants of German Type 209 boats.

Two out of the three Agosta 90B-class subs were built in Karachi with French assistance, with the last boat, the PNS/M Hamza, only commissioned in 2006. In 2015, Pakistan also agreed to purchase eight modified Type 41 Yuan-class diesel-electric attack submarines from China.

In conjunction with talks for Ada-class corvettes and T-129 attack helicopters, Pakistan is in discussions with Turkey to upgrade the Pakistan Navy’s three Agosta 90B (Khalid-class) air-independent propulsion (AIP) powered submarines. The news was confirmed by the Turkish defence minister, Fikri Işık, who made an official visit to Pakistan on Friday. To Milliyet, Defence Minister Işık said he hopes a deal would be signed by the end of June.

Comment and Analysis

Specific details are non-existent, but given the fact that Turkey is familiar with German submarine designs and not the French ones that Pakistan uses, it is likely the upgrade in question is centered upon on-board electronics. For example, Havelsan’s next-generation submarine combat management system could be considered for the Agosta 90B (and potentially even Pakistan’s forthcoming submarines from China).

An interesting note. In 2015, when Pakistan likely reached the advanced stages of talks with China for new submarines, Defense News learned that Turkey was willing to offer Type 209/1200 diesel-electric submarines to help the Pakistan supplement its modernization program. At the time, the Pakistan Navy determined that it would suffer from a sudden shortfall of submarines, especially with the retirement of the Agosta 70s (and Daphne SSKs before it), hence it was seeking used submarines.

If we could go a step further, a paired down Type 209 built in Turkey could also be an option (i.e. without AIP). Using Indonesia’s purchase of three new Type 209/1400 from South Korea, each new Type 209 cost around $366 million U.S. This is just loose speculation on our part, but still a plausible idea.

Turkish Company Will Upgrade Pakistan’s Submarines

Pakistan’s Ministry of Defence Production selected Turkish company Savunma Teknolojileri Mühendislik (STM) to upgrade Pakistani Khalid class submarines.

The contract was signed on 22 June and is about the upgrade of one submarine with an option for two. Pakistan operates 3 Khalid submarines.

The work on the first submarine will be finished in 45 months. Pakistani media said the modernisation programme would focus on mission systems and sensors within the submarine, including a new combat management system. According to media reports STM has beaten the French company DCNS that designed and constructed the Khalid class submarines.

This contract is a major milestone for STM. STM was established in 1991 to provide system engineering, technical support, project management, technology transfer and logistics support services for Turkish Armed Forces (TAF) and Undersecretariat for Defence Industries (SSM). The contract is important since Turkish does not operate any French designed submarines. All Turkish Navy submarines are Type 209 variants. Thus STM will have to develop its solution on a new and previously unknown platform. This might be a challenge.

STM is also the main contractor of the logistic support ship currently being constructed in Karachi Shipyard and Engineering Works Ltd in Pakistan.

This is however is not the first time Turkey is helping Pakistan Navy to maintain its submarines. Tench class submarine PNS Ghazi was sent to Turkey for a $1.5 million refit in 1967-68.

Pakistans agusta 90B are the most modern aip subs atm in Indian ocean with the turkish upgrades it will make stay modern for decades to come.
Altered S-20's from china will replace augusta 70 subs.

A-90Bs are here to stay as they have 15-20 year life in them and currently PN is preparing to do MLU on them, A-70s will need replacement.


What is your opinion about upgrade / MLU? What capabilities' will be added or enhanced? Can they be upgraded to IN's Scorpion level or even better then those?

but eventually this two will need to replace as this going to be too old even with MLU so to replace Agustas along with S-20 MILDEN class could be a potential candidate .

There have been no details released afaik, so hard to tell.

It would be smart to stay close to either A-90B equipment (e.g. DSCN/Thales SUBTICS, which processes signals from the submarine's sensors, determines the tactical situation by track association, fusion, synthesis, trajectory plotting and management and handles all weapon command and control functions; Thales DR-3000U radar warning receiver, or Thales Underwater Systems - formerly Thomson Marconi Sonar - TSM 223 sonar suite, which includes bow-mounted sonar and towed sonar arrays, SAGEM periscopes and navigation system and Thales I-band navigation radar. Or what ever the S-20 boats will be delivered with (and that may include non-Chinese systems).

However, the P75I Scorpene Class also features the SUBTICS integrated combat system to enable operation and control of all onboard sensors, weaponry and radars from multifunction common consoles. The onboard S-CUBE integrated and modular submarine sonar suite, developed by Thales, offers increased safety against a wide variety of threats in deep or coastal waters. It comprises sonar arrays including bow, stern, planar flank, intercept, distributed, towed and active, mine and obstacle avoidance sonar, as well as self noise-monitoring hydrophones. The submarine is also equipped with Sagem surveillance and radars.
