'Kayani's Term Not Being Extended: Defence Minister Ahmed Mukhtar

Defence Minister Chaudhry Ahmed Mukhtar on Sunday said the government was neither granting extension to Chief of Army Staff General Ashfaq Parvez Kayani nor had the general sought it.

Talking to reporters after offering Fateha for Justice Khalil-ur-Rehman Ramday’s nephew here, Mukhtar said the PPP-led government would not write a letter to the Swiss authorities for the reopening of cases against its own president.He said there was no confrontation between the government and the judiciary, adding that the government was not facing any serious problem from the judiciary. He said the president could only be removed through impeachment.

Just read this on TOI would like to know from professionals what does this mean to both Pakistan and India.

ISLAMABAD: Pakistan has ruled out to extend the tenure of the army chief Ashfaq Pervez Kayani who is due to retire from the country's most powerful position by November 2010.

In Pakistan, the army chief is considered as one of the most powerful person in the country’s decision making process. The volatile internal situation of the country and Pakistan’s role in war against terrorism has further enhanced the role of army chief as the central figure.

Talking to journalists in Lahore, Pakistan’s defense minister Chaudhry Ahmed Mukhtar said that the government was “neither granting extension to chief of army staff General Ashfaq Parvez Kayani nor had the general sought it.”

The incumbent Army Chief General Kiyani is due to handover the charge to his successor on November 29, 2010. According to the tradition, the senior most general has to be selected for the top military slot.

In Pakistan, however, complex interactions of various factors determine the selection. The selection of general Muhammad Zia ul Haq (1976 – 1988), general Abdul Waheed Kakar (1993 – 1996) and general Pervez Musharaf (1998 – 2007) as army chiefs surprised many as they were junior in the hierarchy of generals.

Zia ul Haq was number seven on the seniority list, Kakar was number five and Musharaf was number three. Former prime minister Nawaz Sharif appointed Musharaf as the chief of army Staff on October 8, 1998 by superseding chief of general staff, lieutenant general Ali Kuli Khan, and quarter master general lieutenant general Khalid Nawaz.

General Ashfaq Kiyani replaced general Pervez Musharraf as the army chief on November 29, 2007. Before becoming the army chief, Kayani served as director general of Pakistan's spy agency, Inter-Services Intelligence (ISI), and director general of military operations (DGMO). It was during his tenure as DGMO that the intense military standoff of 2001-2002 between Pakistan and India took place.
 
Yeah it was expected.Few weeks ago news were leaked that Army Chief declined extension.I think Lieutenant General Khalid Shameem Wynne will be the next Chief of Army Staff of Pakistan Army.He was recently promoted to Chief of General Staff (second most powerful position in Pakistan Army) which is a very important post so i think he will be the next COAS.General Kiyani will most likely retire or be reappointed to Joint Chiefs of Staff Committee.
 
I don't believe this, he will get extension for sure. I can bet on this. The reason they will give is current war on terror etc. etc. Its not in minister's hand in reality.

In the end, they will give a press statement that general has not asked for it but govt. thinks that its the need of the hour and we are extending it. Simple.

Do you have a reason to back up your belief? I would really like to see whatever one thinks that can cause an extension in his tenure. As per my understanding, Kiani has been among the (to put it crassly) dumbest and least reactive of generals ever. I seriously doubt the intellectual clout in Pakistan would want him to continue his tenure any further than he has achieved. Let us see how far he manages to stretch it.

I don't find any harm in it if government decides so. PA is going through a very complex operation and may be at max a year of so things will be very satisfactory. So whatever the decision extension or retention Gen accepts it or not it will be welcomed by the people of Pakistan.

Can you be more elaborating about the fact that why do you find G. Kayani Dumb. Now when you say dumb you mean at the level of G. Kapoor Dumb or below him. :pakistan:

And just to put it bluntly the man has been the best to handle the job thus far, he had been extraordinary in the way he handled the WOT, and also he didn't interfere in the political dramaybazi of the political parties. If any thing he actually very nicely came in to control the situation from going down south. I and many in Pakistan think that the man had done an extraordinary job.
 
Yet another best decision taken by Kiyani to refuse any extension - as he always believed that no one is indispensable. He will never opt for a post of CJCSC as it is not a potent post

Lt Gen Khalid Shameen Wyne is likely to succeed him as he has been posted as CGS in GHQ, most coveted post from the Command of Southern Command, Quetta.

Yup hes the former commander of Southeren Command at Quetta and is highly experienced in scenarios covering Balochistan and its borders with Iran and Afghanistan,so he has the traits of becoming Cheif.
Throughout his career hes been posted on various designations in Baluchistan.
 
Bad news. As long as Pakistan was engaged in WOT, i would personally like to see his tenure extended as the COAS. He is the right man for the job and Pakistan army has seen some tremendous positive changes in his tenure.
Also if we are to have a showdown with India, i wished it had been in his tenure.

But still the final call will be in the hands of Zardari and Gailani ot COAS can appoint the new COAS on his own.

I disagree.It creates bad impression and the well deserving officers (who worked hard all their life) miss out the COAS slot so i think it is much better to appoint a new COAS.In any case I am sure Pakistan Army is capable of producing far more professional officers like General Ashfaq Pervez Kayani and by looking at the profile of General Shamim Wyne he is quite professional (He belongs to a military family) but even other Generals would be quite professional.
