They are not painted, they are Tamchini Chianeck.
Yesteryears widely used in Utensils . still you can find here in USA.

Ah thanks I saw in the original image they were pilling off from outside and inside so though kind of paint. Anyways I personally avoid any type of coating on steel, cast iron , copper or glass.
