Russia is under Zionist control. Iran tried to buy the SU-30 but Putin refused. China is a better bet. I am not sure if the mullahs want to modernize the airforce. Iran's defence budget is very small compared to its size. BTW, Iran also has an oil based wealth fund close to $100 billion and is hardly short of cash by any standard. It is one of the richest countries in the world in terms of educated manpower, small population and immense land size and resources.
 
For example, I'm still think that it was no accident that Iran sent now all 3 Kilo submarines to the dry dock at the same time. Perhaps there is already an agreement on the supply of components for overhaul and modernization.
Does it mean that it was all about submarine spare parts?

I don't think that military contracts starts with maintenance/repair of old systems which is supposed to be a duty of the selling country to provide its customer with spare parts based on the texture of signed contract.

This trip is remarkable from several perspectives:
First; This visit, which took place at the official invitation of the Russian Minister of Defense, reflects Iran's valuable role and position in achieving regional stability and security, and the recognition of global powers on the need for Iran to play a role in regional and global equations.

In this context, Russia has repeatedly stated that no plan in the region will be completed without the presence and planning of the Islamic Republic.
Second; This trip can be considered as a continuation of the interactions between the two countries to increase and utilize the capacities of the two sides to strengthen each other's defense and military capabilities.

Since October last year, when UN Security Council Resolution 2231 ended the ban on arms sales, the Islamic Republic's indigenous capabilities and achievements in the construction and modernization of defense and military weapons have paved the way for many countries to engage in arms deals with Iran. One of the dimensions and goals of General Bagheri's visit to Moscow can be evaluated in the context of strengthening these interactions.

Third; As the holding of joint ground and naval exercises and the participation of the Iranian navy in the parade of the Russian Navy in St. Petersburg showed, this unified attitude has been created between the two countries that the solution to achieve stability and lasting security is in the form of interactions and convergence of neighbors.
Therefore, planning to strengthen this convergence as well as paving the way for holding joint bilateral and multilateral exercises with the presence of others and even members of the Shanghai Cooperation Organization can be one of the dimensions of General Bagheri's visit to Russia.
Fourth; The special conditions of the region and the suspicious movements against the security of the region necessitate convergence between the neighbors in the political, economic and military spheres.

A look at the developments in the region, including in Afghanistan, the Caucasus and Syria, shows that some countries in the region, along with the United States and the Zionist regime, are seeking to engage the region in security and military crises.
In such circumstances, interaction between the countries of the region, including Iran and Russia, which always emphasize the establishment of stability and lasting security away from foreign interference, becomes essential.
Accordingly, General Bagheri's visit to Russia is a step towards countering the neighbors in the face of the current crises in the region, which extend from Afghanistan to the Caucasus and Syria.

I wonder whether there would be any deals for IRIAF on the cards. It would be amazing if IRIAF can procure the MiG-35 Fulrcum-F, Su-35 Flanker-E, A-50 Mainstay-EI and IL-76 Midas-ME. Iran should pursue joint programs with Russia, as there is a great deal to accomplish in the fields of military technology, medicine and agricultural sectors.

Umm ... that is a grossly incorrect statement. Yes Russia in the past refused to sell military hardware to Iran. This was done to show to the West that Russia's will to work with international partners to keep the peace. However the 2010 decade exploded with the systematic destruction of Libya and when Russia entered the Syrian War, things quickly changed. As the isrealis showed their true colors, working against the Russians to bomb Syria.

Since 2018, there has been a paradigm shift in Russia's approach toward the West and israel. Both no longer regarded as potential friendly states, nor as partners. Even though Russia has not come out in the open to declare this, it's military involvement with Syria and Iran, sales of military hardware to Egypt and cooperation in joint military drills as well as stepping toward improving relations with Paksitan ... shows that Russia is no longer interested in entertaining any demands of the West and by that extension, israel.

Today, any country looking to forge strong ties with Russia, must go into it knowing that Russia will work with "partner nations" who are willing to make the effort for a mutually beneficial accord. All that nonsense of the Cold War days, is over and Russia is not going to indulge in that sort of garbage ever again.

The actual Zionist slave-states are in the West and at the top of that list are exclusively america, britain and france. These three countries are 100% under the full and absolute control of the Zionists. We've had many of these occasions wherein a High-ranking Iranian military figure goes to Russia and supposedly signs some "deals" that always come with the tried-and-true tagline of "increasing regional cooperation and bolstering of military ties" but all these have yielded to nothing of real value as of late and will presumedly continue not yielding anything. Until we see concrete evidence that a deal has been signed that will guarantee Iran some Su-35s, Su-30s and some AWACS. We can pretty much render these "talks" as simple PR stunts and formalities most militaries go through.

Iran will sooner or later, outgrow the need to rely on the Russians for air-power as domestic projects could have breakthroughs but this does depend on just how serous Iranian military planners are about investing into the domestic aeronautical industry outside of stupid F-5 clones/variants Iran produces in scant batches. This would ultimately be the best option though (self-sufficiency) but as it stands currently, Russia and China hold the keys for Iran's Air-power revival and neither want to help out (at all). Iran needs top-of-line fighters, not some crappy third-rate ones that they keep trying to peddle onto Iran as a means of "Good will" and "friendly ties".

Anyways.... There is always the horrifying specter of Iran signing a deal with the Russians only to have them renege on it (yet again) several years into it with billions of dollars of Iranian money being (yet again) eaten up by Russia. Keep in mind, Iran does not have a lot of cash to go around so any deal that is signed, that money must give back some sort of net-gain or the loss will be rather substantial. Russia fucked over Iran in the past and quite frankly, they can do it again if they wanted.

It also should be noted that a regional "strategic partner" doesn't mean an 'ally'. As in, Iran and Russia are not actual allies so there is no real need for Russia to help out nor give Iran the stuff it's asking for (which sucks) but that is the reality of the situation. I would be remiss if I didn't factor in Russia's concerns here (which are valid) but since my bias is towards Iran, I will have to say that Russia's continued indifference is going to hurt it in the long-run but I'm sure they know that.

Being an engineer I am not into hyperbole but FACTS. Some of your points may be valid theoretically, but Russian actions on the ground in Syria and defence sales to Iran prove otherwise.

1. Russia provided Iran with antiquated S-300 after a decade of wrangling and Iran even had to take them to court for delivery.

2. Russia never provided spare parts for the old systems like Kilo subs, SU-24 and Mi9 29. Even modernization kits for the T-72 were not provided.

3. Syria has been attacked over 1,000 times by Zionists and and they even downed a Russian surveillance il-20 with a loss of dozen of so Russian airmen but even that did not elicit a response. Just yesterday, the Zionists used civilian aircraft cover to launch stand off missiles at Palmyra airbase but no early warning or response.
4. The SAA is not allowed to use the S-300 even when Zionists launch missiles from US occupied al-Tanf.

So I am not that sure about Russia being free of Zionist influence. Putin was best buddies with Nethanyahu who has visited him monthly.

However, I do agree that there is less enthusiasm for Zionists in the Russian military overall. Particularly, native born Tuvan General Shoigu is no fan of the Zionists and understand the implications and global agenda of Zionism. So Russian actions will show if they have changed their tune or not. I am not that sure considering there are 1.5 million Ukrainian and Russian so-called "Jews" in occupied Palestine who have strong influence on Russian policies, especially with the oligarchs.

Russia is also wary of Iranian and Turkish influence in the Caucasus as they were part of Ottoman and Persian empires. Russia, unlike China is not a monolithic country and has many competing interests. My personal view is that the Chinese are better bet for Iran in the long run as they have a better picture of the Eurasian powershift and will ultimately confront the declining US. Russia is no longer a global power, largely due to demographics and weak economy, but is trying hard to keep an image.

The Kilo submarine can be significantly upgraded. The ones in Iranian service are of the original Project 877 type. Not long after Iran received them, the improved Project 636 entered service (which is equipped with superior sonars, for instance). So if there's been a deal on the Kilo subs with Russia, it's not necessarily for spare parts but could be for new components to upgrade the boats. At any rate, this is basically a hypothesis ie it's not confirmed.

As user Navigator wrote above, all three Iranian Kilos were simultaneously sent to domestic dry docks. So if the hypothesis is accurate, then upgrade work will be supposed to take place in Iran, hence no such risks.

Here is another hypothesis by the way: reconnaissance satellite. You might remember related reports released several months ago with the US regime criticizing Russia in this regard. But again, nothing's confirmed.

It's not about the cash,china need oil too.But there will be something embarrassed if both Pakistan&Iran make a deal with China for the J-10CE...you are two neighbouring countries😓

The S-300's Iran received are of the most advanced variant. In addition, they feature some components of the S-400. In other words, they're close to the most up to date system in Russian possession at the time of delivery.

Didn't Russia supply the 50 RD-33 spare engines for the Mig-29 which Iran ordered around 2007? It seems they did, if I remember correctly.

Russia, unlike China is not a monolithic country and has many competing interests.

China's decision making structure isn't 100% monolithic either, very few states have ever been, especially former empires with complex and sophisticated polities such as Russia, China or Iran. Although yes, political pluralism within the Chinese establishment is probably less marked and in particular, it is much more opaque to outsiders and common observers.

Realistically I cant really conceive of it being anything other than that,as thats about the only remaining piece of military hardware that iran needs and cant [as yet anyway] produce it itself.

That was actually a refit that was going to be carried out on one of the boats,probably the longest in service,back at the beginning of the 2010s.At the time tho`,the russians were literally at their least trustworthy,having been more than happy to tow the western line against iran at the un.
Ultimately iran was not willing to risk trusting such an obviously unreliable supplier with the refit of one of its 3 blue water subs,so it elected to perform the refit itself in iran without any help from russia,and this it successfully did with the boat returning to active service in the early part of 2012.
This was no small achievement on the part of the iranian navy to have accomplished this.
