Pakistan Army Generals cant meet Musharraf without COAS approval
January 15th, 2008

Islamabad, Jan 15: Former Pakistan Army chief Gen (Retd) Mirza Aslam Beg has said that Pakistan military officers could not meet President Pervez Musharraf without the prior approval of Chief of Army Staff Gen Ashfaq Kayani.
Gen (Retd.) Beg was commenting on Gen Kayanis recent directive to ban army officers from meeting and receiving politicians.
He added that it was a standard procedure and part of Army discipline “to keep an eye on the ambitious officers who try to build contacts and exploit them”.
Citing an example whereby in the capacity of Army Chief Musharraf had removed an army officer, he further said: “Musharraf had removed Lt-Gen (Retd) Tariq Pervez when he met the then prime minister Nawaz Sharif without his approval.”
He further said that Gen Kayanis letter was meant to tell people that the Army would stay away from public affairs, but it would have been a better option to directly tell the corps commanders to stay away from politics.

Gen (R) Mirza Aslam Beg seems to know all the things in this wide world. And, what about other Generals who don't seem to know Anything?

Kayani appears to be a professional as also as a person who knows his onions.

What have the military people got to do with politicians and those who are in politics having shed their uniform?

I don't really see anything wrong with that.

Correct decision indeed Musharraf has provided the basis of real democracy

Factually speaking this is not correct. President of Pakistan can meet any officer of the armed forces of Pakistan on the basis of his being the President which makes him the Commander-in-chief of the Pakistani Armed Forces. In being so, he is not like the Prime Minister or any of the other politicians.

The fact that it may be considered intrigue is why Musharraf specifically or a civilian President should not directly interface with the officers of the armed forces and should prefer to go through their Chiefs (CoAS, CNS, CAS).

The order by Kiyani applies to the civvies but not Musharraf (although I do not see why Musharraf would be interfacing with anyone but his Chiefs and MS).

Lt gen Tariq Pervez got the boot because he met the civilian PM of the time bypassing Musharraf (who did not like this TP and NS nexus as TP's cousin Nadir Pervez was already a NS stalwart). But to call a spade a spade, when Musharraf was appointed CoAS in place of Gen Jehangir Karamat, Musharraf too met the PM before running it by Gen Karamat who fortunately was fine with this meeting as he had resigned already. However if we are to go by the book then even Musharraf should not have met NS.

It is true the Army should have no place in politics but sometimes politicans create an environment where the Army has no choice but to take over. They have sworn to protect the country and by violating the Constitution they are doing their duty. It is the politcians we should blame not the Army.

Any military officer wishing to meet President should do so with the prior consent of COAS. President should pass on his orders to army through COAS. This is the way it should be.

That is exactly how it is. Usually there are no deviations from this norm.
