I think it is the classic case of "bad se badnaam bura". I don't know about Bahria town but yes in DHA I have personally experienced it but these areas are relatively expensive so how come they afford living there and hence they are not poor.

make example out of some rapists and prostitutes and the government can clean it up but we dont have the will for it. we are afraid of so called human rights organizations . the government does not want to open a new battle field for itself as they are already too much messed up. so we will keep on seeing more kasur like incidents and crime against women will also increase . with increase in vulgarity on media, half naked women dancing on TV screens the young minds will get frustrated and will indulge in immoral activities. we already have huge po*n addicted population in pakistan. so we have only one option left. groom the men to lower their gaze upon watching a lady. groom the ladies to cover up their bodies as per the instructions in Quran. parents should get their kids married the moment they become able to take the responsibility.ban vulgarity on media. stop depicting vulgar ladies as ideals in front of the women of the entire country as a symbol of freedom and independence. and lastly punish the criminals as per islamic laws and sharia. If a charge is for eg 10000 a session(probably is higher), and you have 5 women available , doing 3 sessions per day. Even if it is 3 times per week that is 150000 per week. One week tackles the rent and expenses of the place; one week is used for paying off law enforcement and the girls.
You still pocket 300000 a month, that is pretty decent earning for whoever “owns” the business

Yup it is the responsibility of the whole society and govt is just one but an important part of it. Many girls are duped into so called love-affair which your media promotes day and night. But at the same time parents are also responsible because often they try to force their daughters into marrying someone they do not like. So on the whole this problem is due to our distance from the true teachings of our religion. Many girls who run away from their homes have no way to return and their families reject them.. or at least that's these girls think and hence they become an easy prey for these subhuman predators. And your bureaucracy and police are equal partners in the crime.

Well the severest action must be taken against that "owner"... I think the proper term is pimp for such a person. While the workers should be sent to rehab and it must be investigated how they end up there. And the ones who came to this business for the sake of money, should be punished as per law
