-- China produced 22.12 million vehicles in 2013, up 14.8 percent from a year earlier, and the number of car sold reached 21.98 million, an increase of 13.9 percent year-on-year, according to China Association of Automobile Manufacturers.

Once again, are 22.12 million vehicles per year enough to provide transportation for the PLA? Do we need more? Even if we assume each helicopter requires 20 support personnel, 5,000 helicopters will only require an additional 100,000 people. Is China not capable of transporting 100,000 people?
