CPEC updates at Gwadar

The Pakistani territory of Gwadar is very famous for its port which is also under the eyes of Pakistan's rival country India including Iran.

It was not a part of Pakistan from the beginning but owned by the Oman government. Gwadar was bought by Pakistan from the Oman government.

Gwadar was purchased by the Pakistani government on 8 September 1958, but the area officially became part of Pakistan on 8 December 1958.

The government of the then Prime Minister of Pakistan Feroz Khan Noon in 1958 for the purchase of Gwadar from the then Sultan of Oman.

Iranian delegation to visit Gwadar for 100 MW power purchase accord​

GWADAR, Feb. 21 (Gwadar Pro) - In connection with the supply of 100 MW of electricity from Iran to Gwadar, Iran’s high-level delegation from the power division is reaching Gwadar today to finalize the agreement on selling power to Pakistan.
The delegation will call on officials of Quetta Electric Supply Company (QESCO) and National Transmission and Dispatch Company (NTDC) to seal the deal of per unit price of electricity for residential and commercial purposes. Electricity will be available to Gwadar next month.
New infrastructure regarding the installation of a double circuit 132 KV transmission line from Kalatu (Pakistan city near the Pak-Iran border) to Jiwani Grid Station, spanning over 29 kilometers has been put in place under the new project. Around 75 kilometers long double transmission line from Jiwani Grid Station to Gwadar Grid Station has already been laid down years back.
Old power infrastructure is also available from Pak-Iran border near Panjgur to Gwadar, providing around 40-70 MW of electricity, but due to its long distance (around 400 kilometers), diversion from other districts of Makran division, power losses and power outage, Gwadar used to be plunged into darkness frequently for lack of regular and stable power supply.
Zumurd Baloch, a resident of Gwadar City, told Gwadar Pro that the new transmission line from Pak-Iran border Kalatu near Gabd-Remdan to Jiwani and Gwadar will rid locals of long-hour power outage.
Another resident Mohsin Jan, trader in building materials, said that Gwadar business had been languishing in the backdrop of sporadic availability of electricity. The new transmission line will breathe fresh air to local industry and trade.

Chinese researchers to reach Gwadar for green initiative​

GWADAR, Feb. 27 (Gwadar Pro) - A group of seven Chinese researchers and botanists led by Professor Wang Sen will arrive at Gwadar Port in March for Green Gwadar Initiative, .
Their visit aims to make further progress on plant growth and sustainability by ensuring plants’ resilience against unsuitable and harsh climates through the modern technology of tissue culture and genetic engineering.
They will work at the Tissue Culture Lab and Green Center in Gwadar Free Zone which has been jointly established by China Overseas Ports Holding Company and Central South University of Forestry and Technology, China.
The prime focus of the laboratory is to conduct research and subsequently produce plants that are conducive to the arid environment of Gwadar. In collaboration with China, the tissue club has significantly contributed to the preservation of Gwadar’s natural environment by planting 150,000 plants and converting the previously reclaimed area of Gwadar port and free zone into green land.
The previous team of researchers has conducted significant research using non-conventional methods such as tissue culture and genetic engineering to yield new varieties of bananas and jujube plants. A systematic experimentation has been conducted on the arid non-wood forest.
The team of researchers visiting Gwadar in March will continue the momentum to discover new avenues of research on plants in Gwadar and nearby regions. The findings will be eventually shared with the local community to help them grow commercial crops and attain self-sufficiency.

Short answer: In isolation, maybe, depends on the volume being extracted per year.

But we have to look at two things;
1. A larger exploration of resources in the country, especially near the rail line. The rail line would also connect to the Iranian rail line at Zehadan. A rail connection between Karachi and gwadar would also allow factories in Karachi to export to Iran (and onwards to Europe) through a potentially shorter and in turn faster route than the one via Gwadar-Karachi-Sukkur-Quetta-Zehadan.

2. The long reason; If relations with Iran sour, or if investment presents itself, such as Turkish investors seeking an alternative route to the Arabian Sea, or GCC investors looking to cut off Iran further, a Trans-Afghan railway could be connected to the Gwadar - Reko Diq- Quetta rail route (a route that could also be used by the military to better supply border guards and FC).

A southern Trans-Afghan rail route that is mostly flat (and therefore probably cheaper then the proposed $5 Billion Peshawar-Uzbekistan Trans-Afghan Rail route); between Quetta and Herat (where a rail line ends) could link to the “Middle corridor” (Turkey to China through Central Asia). For Turkey, it would bring their goods (possibly from factories in Central Asia down to Gwadar and customers in the Indian Ocean basin, a possible future need if Iran needs to be circumvented or there is another issue with the Suez Canal).

Cutting out Iran and Russia. It’s the shortest route through non-war torn (Syria Iraqi Kurdistan) or sanctioned countries (Iran).

Sure, Afghanistan is sanctioned at the moment as well, but if better integrated into the global economy, and a better relationship with Pakistan and Central Asian countries, you’ll be surprised how many lobbyists will usher them into the comity of nations, and with gusto.

In the short term, linking to the Iranian rail network is the second half of the reason it could be economically justifiable.

Construction of Fish Processing Factory begins in Gwadar​

GWADAR, Feb.28, (Gwadar Pro)- As various projects gain traction in Gwadar, a Chinese company, Haixintian Pelagic Fishery Overseas Base Company, begins full-scale construction of its fish processing factory in Gwadar Free Zone South (phase 1).
Last month, Haixintian Pelagic Fishery Overseas Base Company commenced the importation of its industrial units from China, and construction is now underway for the cold storage and other facilities necessary for the fish industry. To facilitate this, the company has secured a warehouse spanning 5,911 square meters in the Gwadar Free Zone (Phase 1). The warehouse comprises 2,000 square meters of standard workshop space, which will be constructed according to the design of the sublessor.
It will be the Gwadar Free Zone's first fishing and fishing-related factory. All legal and documentation procedures for operating in Pakistan have already been completed by the company. Because the industry is linked to the expertise of the local workforce, it has the potential to benefit the community in terms of both job and business opportunities.

The rail link could also facilitate oil or gas shipment to Pakistan’s industries in Karachi if the rail link is extended to Karachi, and be a way Pakistan can build an “Iran-Pakistan Pipeline” in way. The rail line already continues to India via a rail spur near Hyderabad in Sindh.

Secondly, Afghanistan may fragment and while the Route between Reko-Diq and Gwadar maybe disturbed at the moment, the route between Sukkur and Quetta has also been attacked. So the it’s better to have multiple routes just in case. A ship coming from Russia successfully anchored at Gwadar port carrying 50000 metric tonnes of wheat.

This is the first of 9 aircrafts that will reach Gwadar carrying wheat from Russia.

A rail route down to Gwadar and extended to Karachi will allow it to bypass potentially restive areas, and make the coastline a better place to build SEZs, similar to China’s early SEZs along the coast.

A lot of Indian industry is being built in Gujarat, so supplying it with Iranian oil or gas via rail cars, could make it economically viable quickly, should relations between the two countries improve.

Russian wheat loaded ship at Gwadar Port​

GWADAR, Mar. 2 (Gwadar Pro) – The import of Russian wheat through Gwadar Port begins as the first bulk carrier “MV Lila Chennai” loaded with 50,000 metric tons of wheat has berthed at Gwadar Port early morning today.
Gwadar Port will handle and process 4,50,000 metric tons’ import of Russian wheat under an official agreement inked between the Trading Corporation of Pakistan (TCP) and Gwadar International Terminal Limited (GITL).
GPA official told Gwadar Pro that the National Food Security and Research Ministry submitted a summary on Award of the 7th International Wheat Tender 2022 opened on 30th November 2022.
Keeping in view the results of 7th international tender and G2G offer, ECC approved the lowest bid from M/s Prodintorg, Russia on G2G basis at $372/MT for a supply of 450,000MT at Gwadar Port for the shipment period from 2nd March 2023 to 31st March 2023.
It was decided that any additional cost on inland transportation from Gwadar Port will be borne by PASSCO to be recovered from provinces at the time of release of wheat stock.
This deal is a leapfrog toward the optimization of Gwadar port’s innate potential as a logistic hub in the region that will ultimately contribute $10 billion of GDP to the economy of Pakistan.
On a question how Gwadar port surpasses other ports in Pakistan in terms of handling and processing wheat consignments, All Gwadar Shipping Clearing Agents Association (AGSCAA) member said that the facts are that the Gwadar Port is more economical than any other port like KPT and Qasim Ports.
“Both ports are always congested and ships go to demurrage, and the storage charges of KPT and Qasim Ports are very high. However, at the Gwadar Port there are no demurrage and storage charges, along with the quickest stevedoring services. It can be checked by the previous record of TCP,” he added.

According to the CPEC website, the airport’s construction created 3,000 jobs. The groundbreaking ceremony of the airport was held on March 29, 2019, by Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan — who was the prime minister at the time.

Implementation of the project was handed over to the Aviation Division.

Meanwhile, its construction work began on October 31, 2019. As per the China-Pakistan Economic Corridor website, the expected completion date of the project was March 2023.

“Construction of New Gwadar International Airport (NGIA), along with allied facilities for a new airport that will be capable of handling a combination of ATR 72, Airbus, (A-300), Boeing (B-737), and Boeing (B-747) for domestic as well international routes,” the web portal mentions regarding the much-anticipated facility.

Earlier today, Minister for Planning and Development Ahsan Iqbal chaired a review meeting on the “Test flight at the new Gwadar International Airport” in Islamabad.

According to a tweet by the ministry, the meeting discussed progress on projects including CAA Complex, landslide infrastructure, cargo building, Airports Security Force (ASF) Camp for 1,050 Personnel, and 132kV grid station.

The federal minister also instructed CAA to complete all development projects before September 2023 for the airport. He also asked the authority to present a plan of action within three days for execution and implementation of the remaining tasks.
