China Energy Group MD says 884MW project will be completed by mid-2024

ISLAMABAD: The Pakistan Managing Director of China Energy International Group, Wang Huihua, has announced that the construction of the 884-megawatt Suki Kinari (SK) Hydropower Project is progressing rapidly under the China-Pakistan Economic Corridor (CPEC) initiatives.

The managing director highlighted the significant impact of the run-of-the-Kunhar-river hydropower project. He stated that the SK hydropower project is expected to create over 4,250 employment opportunities and contribute substantial electricity to the national grid. Huihua expressed confidence that the SK hydropower project would reach completion by the end of the current year or by mid-2024, with its powerhouse and reservoir section in the final phases of construction.

However, he noted that the 24-kilometer-long Hades Tunnel presents the most challenging aspect of the project due to difficult terrain, harsh winter weather conditions, and water drainage issues. To overcome these challenges, highly skilled manpower and state-of-the-art machinery have been deployed at the tunnel sites, with excavation and lining work underway both upstream and downstream.

The SK hydropower project is expected to add approximately three billion units of affordable electricity to the national grid annually. Huihua acknowledged that the project faced delays due to the COVID-19 pandemic. However, he emphasised that construction work is now proceeding day and night to expedite progress.

“The completion of this hydropower plant will play an important role in the industrial development and economic recovery of Pakistan,” Huihua commented.

The SK Hydropower Project is a crucial component of the China-Pakistan Economic Corridor, representing the strong partnership between the two countries in advancing infrastructure and energy development in Pakistan.

Minutes of 11th Joint Cooperation Committee (JCC) of the CPEC was released back in July 31, 2023. However when the bilaterally signed agreement was released earlier in September 2023 almost all of the agreed points in the July minutes were rejected by Chinese side. Following is brief summary of the developments which were agreed by Chinese in July JCC meeting but rejected in the meeting held in September.


1. China excluded cooperation in the areas of cross-border tourism in G-B, K-P and AJK and cooperation for promotion of coastal tourism from the final minutes of the 11th JCC

2. China also did not agree to Pakistan’s proposal for inclusion of Water Resources Management and Climate Change and Urban Infrastructure Development in the CPEC framework.

3. Islamababd wanted to change location of 300 MW Gwader power plant to Thar to use the local coal. But China did not agree to Pakistan’s text about the Gwadar plant,

4. The text related to the financial closing of 701 megawatts (MW) Azad Pattan hydropower project, 1,124MW Kohala power plant, and 1,320MW Thar Block 1 Shanghai Electric Co power plant was dropped from the final minutes. So These plants would not be operational as per original plan.


5. China also did not agree to a proposal to the inclusion of a 500kv transmission line from Hub to Gwadar to link the seaport city with the national grid in the CPEC framework.


6. China did not agree to “carry out joint studies for future development of Thar coal blocks, including development of mega power parks and power evacuation infrastructure, with a view to meet Pakistan’s energy needs from indigenous resources, conversion of coal into other products for domestic demand as well as exports.

7. China excluded the issue of financial challenges being faced by the power companies from the final minutes.


8. China also did not agree to the proposal for inclusion of 100MW KIU and 80MW Phander hydel power projects in the CPEC energy cooperation list and implementation through Chinese investors. China did not agree to the proposal of developing a policy framework for coal gasification to fertiliser projects based on Thar coal.


9. Similarly, there is no mention of the South-North gas pipeline project in the final minutes. The draft minutes had mentioned examination of feasibility study and Chinese cooperation for the purpose.

10. Pakistan had proposed Chinese participation in a strategic underground gas storage project but there is no mention of this mega project in the final minutes.

frankly, why development projects are even in cpec? we have destroyed CPEC by putting every shitty project in it.... Just make it a corridor and nothing else. Give china excess to the route and take a rent. No need to add stupid metros and motorways to it!

Because the entirety of "CPEC" was simply a Pakistani wishlist that the Chinese gave subsidized funding for in the understanding that Pakistan would know best how to develop their local environment.

The entire Gwadar Port was built on a Chinese grant.


Gwadar wasn't even part of CPEC.


Gwadar was started by Musharraf, and CPEC was started in ~2013 by Zardari and implemented by Nawaz Sharif.


The people who complain about Gwadar are simply U.S. proxies.


Pakistan can easily pay back its loans.

All it takes is getting Government Revenue to GDP ratio from ~10% to ~20%.

Had it been a simple gateway agreement and Pakistan and China both would have progressed, with minor debt increase on Pakistan. Right now people have no thinking power. nah, Pakistan didnt need motorways. Electricity projects sure. but metros, motorways and other development projects should not have been part of CPEC! It should have been a straight forward gateway agreement!
motorways are ade from billion of dollars and when you travel there, there is hardly any traffic, especially lack of transport trucks. which is the basic mode of transportation for trade. things like metros that needs subcidies to survive should have never started.

3: Capital Controls, holding things together long enough to get additional cash injections (presumably from the Saudis, and apparently from selling arms/ammo to Ukraine) [This is what Ishaq Dar did]
